Under the overall authority of the Assistant Director-General for Natural Sciences (ADG/SC), the delegated authority of of the Director of Division of Science Policy and Capacity Building (DIR/SC/PCB), and the direct supervision of the Chief of Section on Science Policy and Partnerships (SC/PCB/SPP), the incumbent will be responsible for planning, managing and implementing activities on science policy, particularly those related to the Science, Technology and Innovation (STI), Science-Policy interface and Gender in Science policies. S/he will prepare inputs for the UNESCO Medium-Term Strategy (C/4), the Programme and Budget (C/5), and related work plans in the field of Science Policy and Partnership. In particular, the incumbent will\:

  • Coordinate programme and project implementation and monitoring within the context of UNESCO's work related to Science Policy and Partnerships; recommend programme and project approaches, plans, expansion and changes. Provide intellectual and strategic contribution on the alignment of these programmes and projects to the attainment of the Sustainable Development Goals.
  • Coordinate the Science-Policy Interface Programmes, including science diplomacy and science advice, through identifying emerging trends, valorizing the replication of best practices and exchange ideas, and the cooperation with the relevant United Nations bodies.
  • Initiate policy development and creation; advocate for and lead the collaboration between other Programme Sectors and SC Divisions in the field of science policy and partnerships.
  • Act as Executive Secretary to the UNESCO-L’Oreal For Women in Science Programme.
  • Organize consultations and events, and ensure regular contributions and updates to online knowledge management systems.
  • Plan, develop and implement outreach strategies, aimed at expanding programmes and projects, and increasing resources and visibility through communication with partners and networks.
  • Mobilize resources through the preparation of project proposals, cooperation frameworks, and negotiation with donor agencies and other technical partners.
  • Represent the UNESCO Science Policy Programme at internal and external meetings and network events, and serve as focal point within the Division of Science Policy and Capacity Building on his/her areas of expertise and experience.

Education

  • Advanced university degree (Master’s or equivalent degree) in the field of natural sciences, engineering, economy, political sciences, international relations or in a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of 7 years of progressively responsible professional experience in the field of STI policy, science-policy interface, or gender in science, of which preferably 3 years acquired at the international level.
  • Research experience in the field of science policies, with a proven track record of scientific publications.
  • Working experience in human capacity building, including for developing countries.
  • Relevant experience in fund raising and resources mobilization.
  • Experience on the design and implementation of projects.

Skills/Competencies

  • Strong conceptual, analytical and organizational skills.
  • Proven ability to communicate, advocate, and negotiate with staff and stakeholders at all levels within and outside the Organization.
  • Capacity to build and maintain partnerships with internal and external stakeholders.
  • Excellent oral and written communication skills, with proven ability to write high quality presentations, documents and reports.
  • Ability to lead, manage, motivate and supervise staff and teams, and to maintain effective working relations in a multicultural environment. 
  • Good IT Skills including knowledge of office software.

Languages

  • Excellent knowledge of English and/or French and good knowledge of the other language.

Education

  • PhD or equivalent in the field of natural sciences, engineering, economy, political sciences, international relations, or in a related area.

Work Experience

  • High level university teaching experience, inlcuding in developing countries.
  • Experience in assisting governments in the science policies.
  • Working experience with science related agencies of the UN System and/or Professional NGOs and/or organizations for international technical cooperation.

Skills/Competencies

  • Good understanding of the work and general functioning of international organizations and/or knowledge of the United Nations Common System.

Languages

  • Knowledge of other official UNESCO languages (Arabic, Chinese, Russian, Spanish).
