Temporary Appointment: WASH Specialist, P4, Lilongwe, Malawi, 364 days

The incumbent will be primarily responsible for the development and management of UNICEF supported water resources programmes and other water, sanitation and hygiene (WASH) interventions in Malawi.

1. Purpose of the Position

Under the guidance of Chief of WASH Section, the incumbent will be primarily responsible for the development and management of UNICEF supported water resources programmes and other water, sanitation and hygiene (WASH) interventions in Malawi.  The integrated programme focuses on multiple-use water development programmes both for consumptive use; and water for production to improve the livelihoods and resilience of vulnerable communities. The incumbent is expected to pursue innovative approaches such as development of water reticulation systems using clean energy (e.g. solar, wind), community-based water conservation, linking water and with small scale farming for improving nutritional status, water mapping and other integrated water resources management interventions. The post holder will be responsible for managing donor grants and participating in regular strategic dialogues with likeminded development partners. The incumbent will also support in the area of knowledge management and evidence based advocacy for Children’s rights to Survival and Development.

2. Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective programme planning, development and management, with special focus on sanitation and hygiene, policy dialogue and knowledge management.

3. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches. Programme monitored with special attention to gender/sex disaggregation of relevant indicators.

4. Management of donor grants (funding) including planning, monitoring, reporting and participating in strategic partnership with governmental and NGO partners. 

5. Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.

6. Knowledge management effectively promoted through drafting/finalizing key water development and other WASH sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange related to water resources management.

7. Quality of rights-based water development programmes and WASH services effectively promoted, and coherence, synergy and value added to programme management process through results-based management and strategies.

8. Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.

9. Proper and timely UNICEF and Government accountability ensured regarding supply, non-supply and emergency assistance as well as disbursement of programme funds for the Water/WASH sector.

10.  Effective communication and networking achieved through partnership and collaboration including support to the IASC WASH Cluster.

     

11. Qualifications of Successful Candidate

Education Background

Advanced university degree (M.Sc.) in one of the disciplines relevant to the following areas: Civil Engineering, Water Resources Management, Hydraulics/Hydrology, Hydrogeology or a field directly relevant to the purpose of the position. A first level university degree (Bachelor's) in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Additional training in Sanitation and Hygiene programming will be an asset.

Work Experience

Eight years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector with manifested capacity to manage programmes involving many stakeholders. Previous hands on experience in the development and management of multiple water-use programmes, consumptive and productive, is required. Experience in sanitation and hygiene; and familiarity with emergency (preparedness and response) an advantage. Grant management and report writing experience is an asset.

Language Proficiency

Fluency in English is required. Knowledge of an additional UN Language is considered an asset
