National Consultant on Developing the new State Subsidy for establishing EI services at local level, Kiev Ukraine (Open to Nationals of Ukraine Only)

Purpose of the Job

The purpose of the job is a very specific technical assistance to Ministry of health of Ukraine in developing the new State Subsidy for EI services, with the gain to support implementation EI at local level as systemic and sustainable social service for children.

Scope of work 

  • Review the model of current state transfer from the state to local level (Health subsidy).
  • Identify the most suitable formula for costing the Sate Subsidy for EI, based on different regional conditionality.
  • Provide financial justification of  the Subsidy’s amount for 2017, to be presented to CMU.
  • Define main bottlenecks for the State Subsidy for EI.

Deliverables

  • 2 reports: 1) reviewing of model of current state transfer from the state to local level; 2) main bottlenecks for the State Subsidy for EI.
  • Financial justification of the State Subsidy for EI .

Estimated Duration of the work:

The work should be done for the period of 2 weeks. 

Definition of supervision arrangements

UNICEF Social Policy Specialist will be the direct supervisor for the contractor. 

Confidentiality of Data

The Consultant should respect the confidentiality of the achieved local budget’s data as well as any country specific documents that will be produced throughout this process. The Consultant can use the documents and the datasets only for the tasks related to these terms of reference and not share them further internally or externally.

Qualifications and Competencies

Education and professional background

Advanced degree and/or professional background in finance/economic/data analysis, social research, statistics, or any other related technical field.

Skills and Experience

  • University degree
  • At least 5 years experience in expert work at budget policy (local and state level)
  • Proficiency in Ukrainian budget system, inter-budgets relationships, budget cycle, treasury system, budget related legislation.
  • Proficiency in Performance Based Budgeting (PBB) at the state level.
  • Experience in analysis and monitoring of state and local budgets. 
  • Good analytical and writing skills.
  • Knowledge of English will be beneficial, but not required.
