Specifics of Recruitment

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters, supports implementation of green growth by:

  • Providing technical and financial know-how through advisory services to country programs in GGGI’s four thematic areas of energy, green cities, sustainable landscapes and water;
  • Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of green growth policy and projects in the four thematic areas;
  • Converting green growth experiences/best practices gained through country activities and engagement to global and sub-regional knowledge-sharing programs and national capacity building activities;
  • Developing bankable projects for green growth implementation.  

 

Project Background:

 

GGGI in consultation with the Government of Senegal (GoS) has identified Green City Development as a sectoral priority to achieve green growth in Senegal. GGGI is currently providing technical support to the GoS in the next phase of the “Roadmap for implementation of Green Secondary City Guidelines", which was validated by the Government in 2016. The Roadmap aims to identify and implement green projects in secondary cities in strategically focused areas. Sanitation has been identified as an imminent challenge to be tackled in emerging secondary cities, with expressed support from the GoS.   

 

In this regard, GGGI is implementing a project that seeks to identify decentralized sanitation systems that are sustainable, affordable and effective in meeting the needs of emerging secondary cities in Senegal. This project particularly aims to valorize decentralized fecal sludge management systems and develop a project pipeline concept for financing in a selected secondary city in Senegal. The project is further identified as having high potential for pro-poor outcomes, including service providers themselves.

Objectives/Purpose of the Assignment:

 

The overarching objective of this consultancy is to assess the market for hygienic fecal sludge services with a focus on valorization of decentralized sanitation business models in the city of Tivaouane, Senegal.

By identifying potential business models in the Fecal sludge management (FSM) operation flow and designing innovative financing structure/policy frameworks, GGGI, through the project, seeks to identify opportunities for a more sustainable and affordable decentralized sanitation system for the urban poor in the project area.

 

The project will first access FSM systems established in the capital city, Dakar to examine successful and challenging factors in implementation to support direction for the project. The assignment will then require conducting a market assessment in Tivaouane to determine entry points for interventions and the design of a project pipeline/business case for implementation and a financing mechanism, especially in support of small/informal business opportunities in the FSM value chain.

Scope of Work:

 

The consultant will be primarily responsible for initial scoping of the project, market assessment in the project area, and developing a business case to support and implement sustainable decentralized fecal sludge services in a secondary city of Senegal - Tivaouane. The main tasks for this assignment include:

1. Prepare/conduct a scoping mission

The consultant shall support the Green Cities technical team with initial scoping of the project by conducting research on FSM services in Dakar particularly on policy frameworks, implementation strategies, and private/informal sector engagement. She/he will review relevant documents/studies and consult with key stakeholders to identify successful/challenging aspects of decentralized systems implemented in Dakar from which to learn, and potentially transfer. In the city of Tivaouane she/he shall identify major stakeholders in the FSM value chain in the project area and arrange site visits and stakeholder meetings as preparation for the first scoping mission including the GGGI’s technical team.   

2. Conduct market assessment

The consultant shall conduct a market assessment of decentralized fecal sludge services in the project area – Tivaouane. The market assessment’s primary goal is to analyze the following: 

  • Number/type of service providers and their business models
  • Service coverage rate including informal settlements
  • Service price and price determination factor
  • Existing technology 
  • Existing and potential market demand
  • Product perception and comparative analysis
  • Consumer’s willingness to pay (including urban poor households)
  • Institutional support, policy framework and tax regulations
  • Private sector financing and potential donor mapping

She/he is strongly recommended to work with key stakeholders at the local level in the collection of relevant data.

The market assessment report shall include recommendation for GGGI on potential areas of intervention particularly in supporting small/informal business models in the FSM chain. Intervention areas may include policy level interventions including reforming/structing tax regulations in wastewater treatment system.  

3. Support delivery of a multi-stakeholder consultation workshop

The consultant shall substantively support a multi-stakeholder consultation workshop in order to present and to validate recommendations for intervention areas resulting from the assessment.  The consultation workshop will consist of, but not be limited to, key government agencies and representatives, community representatives, private sector/SME actors, and GGGI’s technical team.

4. Develop a concept note for business case/project pipeline

Through incorporating comments/feedback from the consultation workshop, the consultant shall develop a concept note to design a business case/project pipeline. The business case concept shall be geared toward financial implications and considerations, risk assessment, potential business models to take into consideration. It shall clearly present the green growth impact, objective, market/risk assessment, implementation strategies, and potential financing sources. It shall also consist of a proposed work scope for a feasibility study to be undertaken as part of the next phase of the project in 2018. 

 

Output/Reporting Requirements/Deliverables:

 

The Consultant will report to the GGGI project manager (HQ), under the overall guidance of the Green Cities Global Lead, Investment and Policy Solutions Division (IPSD). The consultant is highly recommended to be based in Senegal for the majority of the contract period.

All reports must be in English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. 

Total travel reimbursable costs to and from the Duty Station upon commencement and expiry of the Contract, shall not exceed USD 4,000.

 

Qualifications/Experience/Expertise

  • Advanced degree (at least Masters) in environmental engineering, urban planning, urban economics, public policy, sustainable development, business administration or other relevant fields
  • At least 8-15 years’ relevant experience in the urban environment sector, with preference to experience in urban wastewater management in developing countries
  • Strong analytical, drafting and editing skills are a prerequisite
  • Ability to work in teams and accommodate multiple inputs and respond in a timely manner
  • Demonstrated project and field experience related to decentralized wastewater systems and/or sanitation in the developing world. Consultancy/project experience in Senegal is desirable, and Africa is highly desirable
  • Professional experience in market research including supply chain and demand side analysis is preferred
  • Project experience in supporting small/informal business in wastewater system is an advantage
  • Fluency in written and spoken English is required
  • Fluency in spoken French is highly desirable
