Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.


The Development Section provides ICT services to the Department of Safeguards and Member States, working cooperatively with staff in the Operations Divisions and the Technical Divisions to plan, establish and maintain information systems. The Section specializes in providing system analysis, software design, and implementation and maintenance services. The Section follows and implements best practices in the areas of software engineering, project management and quality management and continuously monitors the Department's information related needs so that they can be met through requests for new or enhanced ICT solutions.


Main Purpose

Under the general supervision of the Head of the Section, the Team Leader and, if appropriate, a project leader the Systems Analyst/Programmer's duties include analysis and understanding of business processes, systems analysis and design, development, testing and maintenance and documentation of a constantly evolving range of ICT solutions running on diverse platforms.



Role

The Systems Analyst/Programmer is\: (1) a technical specialist designing, developing, testing and maintaining the IAEA Safeguards Information System (ISIS) in the most efficient, effective and maintainable manner, in-line with best practices and quality management standards; (2) a point of liaison with Member States in analyzing, defining and implementing their requirements for the information systems; (3) a team member of various projects, working collaboratively towards common goals.

• Work in collaboration with users to analyse and define user requirements for ICT solutions.

• Design, develop, test and maintain ICT solutions, including performing training and producing the associated user assistance artifacts such as user manuals and online help.

• Work with Member State Support Programmes to analyse, define and implement their requirements for information systems.

• Ensure that the ICT solutions developed meet users' business needs, are properly tested, adequately documented and conform to established standards designed to promote reliability, accuracy, usability and maintainability.

Qualifications, Experience and Language skills

• Bachelor's Degree - University degree in Computer Science or related field


• Minimum of five years of relevant practical experience developing client-server and/or web based applications.

• Experience in all aspects of software engineering processes with demonstrated abilities in following formal software methodologies and a disciplined approach to software engineering.

• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 20738, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
