CCCM Officer 
Duty Station [Mosul with travelling to sorrounding areas] 
 
We are looking for qualified CCCM Officer in Mosul with good experience in social services or community activism, or in aninternational and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs. 
 
 
Who are we?  
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.  
Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450 national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.  
 
 
About the job 
The CCCM Officer will implement planned activities in urban displacement settings in Mosul City. The CCCM Officer will focus primarily on data collection at a municipal and neighbourhood level, as well as implement mobile camp management activities in informal sites and assist with the set up and work in potential Multi-Purpose Community Centers as per the project workplan 
 
 
Reporting lines: 
  • Reports to: CCCM Project Officer 
  • Subordinates: CCCM Assistants  
 
Duties and Responsibilities 
  • Conduct and/or coordinate CCCM assistants to conduct mapping and assessments of Mosul neighbourhoods
  • Ensure that data collected is input into correct databases & tools
  • Conduct service mapping of identified defined geographical IDP/return areas within Mosul  
  • Lead RASP assessments of potential informal sites, including follow up activities such as Site Risk Reduction, Fire Safety & Site Representative Committee development.
  • Assist in identifying needs, service gaps and duplications in informal sites and/or neighborhoods of returnees/IDPs
  • Provide training for committee members on basic communications, representation and CCCM processes.  
  • Document, track and provide timely referrals as necessary and service requests to specialist service providers.
  • Establish relationships with various stakeholders, including national authorities and IDPs, returnees, host communities, as well as other humanitarian agencies, including translation and minute taking of meetings
  • Take lead in drafting weekly situation reports and providing any other relevant information pertaining to IDP life and services.  
  • Support with set up of Multi Purpose Community Centers as per project plan
  • Responsibilities for certain aspects of logistical and procurement support for DRC CCCM activities in Mosul
  • Manage CCCM Assistants and/or CCCM Outreach mobilisers as necessary or stipulated by the CCCM Project Officer. 
 
Overarching tasks: 
  • The CCCM Officer position is a Mosul based position and employee is expected to reside within Mosul.  
  • The CCCM Officer will undertake any other tasks, within the framework of his/her position, as requested by his/her supervisor. 
 
 
About you 
Essential attributes:  
Essential experience/attributes: 
  • Minimum 1 year of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and local and national levels.
  • Strong understanding of humanitarian issues, especially related to Iraq displacement.
  • Ability to write reports and situational briefings in English.
  • Competence using computer programs, especially Excel spreadsheets is essential 
 
Preferred attributes 
a) Preferred qualifications: 
  • Advanced university degree is an asset.  
 
b) Preferred experience: 
  • Experience in training and capacity-building of staff.

We offer 
DRC will offer the successful applicant a contract until 31-December-2017, renewable dependent on both funding and performance. You must be available to start work from 6-September-2017.
