Reporting to Facility and Adaptation Planning Vacancy code GCF/Recruit/209 The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, considering the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The Fund will pursue a country-driven approach in its operations.

The Fund is governed by a Board, composed of an equal representation of developed and developing countries; the Board oversees the operation of all relevant components of the Fund. The Fund is serviced by an independent Secretariat, which is accountable to the Board and headed by an Executive Director. The Secretariat, which is accountable to the Board, is responsible for the day -to-day management of the Fund, and is located at the Fund’s headquarters in Songdo, Incheon City, in the Republic of Korea.

The Fund is seeking an exceptional person who will take up the challenge of joining a high-performing organization at the leading edge of the financing of climate action in developing countries.

Position description

The Adaptation Planning Specialist will be responsible for providing technical adv ice and coordination of a range of operational and analytical tasks for the provision of Adaptation Planning support within the GCF Readiness Programme.

Duties and responsibilities

Adaptation planning technical guidance • Provide technical support for development of internal protocols, tools, and guidance for soliciting, reviewing, and assessing proposals to support developing countries in the formulation of adaptation planning

processes, including at a national, sub-national and sectoral focus, based on country needs;

• Support coordination the screening and review of all adaptation planning support proposals, and in close

collaboration with relevant country dialogue specialists, adaptation/sectors specialists, policy, financ e and

legal colleagues;

• Support the monitoring and oversight of approved adaptation planning proposals, in close coordination with

the Project Management Unit, working with relevant colleagues to take corrective measures where

necessary;

• Analyse developing country needs and requests related to formulating adaptation plans;

• Support the preparation, organisation, and dissemination of knowledge products – e.g. briefs, news stories,

reports on GCF’s adaptation planning support;

• Maintain an up- to-date understanding of technical issues related to adaptation planning, the evolving

needs of developing countries, and the role of peer institutions providing similar support; and

• Under the guidance of senior staff, provide relevant technical inputs to the Board and its committees, panels

and teams, as needed.

Technical advice to developing countries

• Provide technical advice to developing countries and their partners on accessing GCF support for adaptation

planning;

• Advise NDAs or focal points and other relevant minist ries where relevant, as well as Accredited Entities and

Readiness Delivery Partners supporting the countries in identifying needs for advancing medium - to long-

term adaptation planning; and

• Provide advice and support during the implementation of adaptation planning processes, including on

technical matters, on the identification of relevant experts, etc.

Networking and outreach with adaptation policy community

• Support coordination of partnerships with other multilateral agencies, development partners, c ivil society

organizations, the private sector, and academia related to adaptation planning in developing countries; and

• Support coordination among partners in support of countries’ adaptation planning needs.

Expected experience and qualifications*

• Master’s degree or equivalent in Climate Change and Development, Development Studies, Environmental

Economics, Public Administration, Social Sciences or a closely-related field;

• A minimum of nine years of relevant work experience on climate change adaptation and development;

• Expert understanding of climate change, particularly vulnerability, impacts and adaptation; sustainable

development; and other related topics;

• Demonstrated knowledge of adaptation planning processes at sub- national, national and regional levels,

particularly in developing countries;

• Experience in project management and monitoring, including with a focus on climate change adaptation in

developing countries;

• Knowledge of international (i.e. bilateral and multilateral) financial and technical suppo rt available to

developing countries for adaptation planning processes;

• Relevant work experience in developing countries, particularly with government institutions;

• Excellent writing, presentation and communications skills;

• Ability and willingness to travel internationally; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of

another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The

above criteria should be seen as indicators of the experience and skills that would qualify candidates for

consideration. Selection among short -listed candidates will also take into account performance at interview,
