Purpose of the post:

Support strategic planning; implementation, coordination, monitoring; research, partnerships; inputs to material development; capacity development; and management of cross-sectorial C4D interventions including emergency preparedness, knowledge management and response interventions

Specific Tasks

The C4D Officer will work under the supervision of Chief of Field Office with dotted line reporting to C4D Specialist at Addis ECO. He/she will work closely with C4D specialists, emergency and C4D focal points in Health, WASH, Nutrition, Education, Child Protection in Ethiopia Country Office and Field Office including TAs at Regional/zonal level to undertake the following;

 Planning and implementation

  • Support UNICEF’s response in C4D as part of the overall emergency response (Health, WASH, Nutrition, Protection, and Education) sector coordination mechanism of the field office and the Somali Regional Health Bureau.
  • Provide technical and coordination support to C4D trainings at regional and Zonal level for Government counterparts, partner organizations, and their volunteer networks.
  • Contribute to the compilation of UNICEF information products related to the C4D emergency response including situation reports.
  • Build the capacity of a social mobilization multi-sectoral regional platform (Health, Education, Religious groups, CSOs, Medias, etc.) in terms of coordination, planning, monitoring C4D interventions including emergencies, SBCC and use of emergency communication materials for creating a strategic network of social mobilization trainers.
  • Support the regional Government counterparts and partner organizations in mapping community platforms and networks for proper C4D planning
  • In collaboration with UNICEF Programme staff and relevant government sector staff, participates in the development of evidence-based sectoral strategies and workplans (both development and emergency-related) to ensure the design and incorporation of specific C4D components with objectives and activities aimed at different levels:

(a) behaviour development/change individual/household/facility levels;

(b) community participation, social change and collective action at community level; and

(c) social mobilization of community based organizations and advocacy for decision makers;

  • Integration and coordination of cross boarder C4D programme implementation
  • Support Somali region’s Government counterparts and partners in empowering community in identifying local risk factors and local solutions for community-led interventions and/or bottom-up advocacy areas

     Capacity building

  • Supports needs assessments, strategy and training material development including exchange of experiences, to build capacity in participatory behavior and social change communication, for government and other partners at the Regional and Zonal level, to ensure development and emergency-related results are sustainably met.
  • Provide technical support to UNICEF, Regional Health Bureau (RHB) and C4D partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D in emergencies based on epidemiological situation.
  • Support to contextualise the development, pretesting, translation and repackaging of existing as well as new BCC materials in consultation with relevant Ministries/regional bureaus, respective C4D Specialists and Programme Officers in programme sections.
  • Coordinate mapping, repositioning and distribution of multimedia and BCC materials in the field

    Budget, supply and cash management

  • Contribute to the mainstreaming of C4D components in sector donor proposals; plans and monitors the use of budgetary and donor resources for C4D activities.
  • Undertakes the management of Somali Region specific cross-cutting Programme Cooperation Agreements/ Small-Scale Funding Agreement at the field office on behalf of all sector programmes.

     

    Monitoring, coordination and reporting

  • Monitoring and tracking the performance and contribution of the C4D interventions to the overall response in close consultation with C4D Specialist in Addis.
  • Contribute to the drafting of the C4D components of the funding appeals, donor reports and project proposals related to the drought response.
  • Undertake Somali Region regular field monitoring and report based on agreed C4D indicators
  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments/KAP surveys
  • Compile Somali C4D reports, emergency and development, from the field and update progress on key results
  • Ensure multi-media materials are distributed to the intended target groups and monitor and address gaps including end user monitoring
  • Provide regular update and reporting as an input for the sitRep and cross border information sharing and updates

    Work relationship

  • The Officer will work under the supervision of Chief of Field Office in UNICEF, Jijiga
  • The Officer will work closely with the ECO C4D Specialist (PMU), and C4D Specialists in Emergency, Health, WASH, Nutrition, Education, Child Protection, Sections, with a strong emphasis on providing technical support to field offers and C4D TAs at regional and zonal
  • The Officer will maintain a strong working relationship with the regional government/sector bureaus, IPs, INGOs, media and other partners

     

Expected Deliverables

  • Inputs for the bi-weekly FO Sitreps, programme documents and weekly updates on coordination and cross border information activities
  • Monthly reports on the overall C4D planning, implementation, monitoring of activities
  • C4D Assessments reports on the most prevailing negative behaviours fuelling the outbreak and best platforms to convey key messages conducted regularly
  • Report of mapping, repositioning and distribution of multimedia/BCC materials in the field
  • Report of all C4D capacity building activities  
  • Documentation of lessons learned and Human Interest Stories (HIS)
  • Final report including lessons learned, challenges and recommendations

    Reporting

  • Provide regular reports including documentation of good practices and lessons in emergency C4D preparedness, response and recovery

     Expected background and Experience

    Academics

  • Bachelors degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication and research training and impact evaluation of communication interventions.

    Work experience

     

  • A minimum of 5 years of progressively responsible experience in planning and implementing C4D programmes with either the UN, IO, and/or NGO, especially in emergency contexts.
  • Previous experience in working with Somali communities is an added advantage.

    Competence

  • Commitment, drive for results, communications, working with people, formulating strategies and concepts, analyzing, applying technical expertise, learning and researching, planning and organizing.

    Other skills

  • Analytical, interpersonal and advocacy skills, sensitive to and awareness of the local development, good knowledge of computer management and applications.

    Language

  • Good written and spoken skills in English and fluency in Somali language (verbal and/ or written) would be an asset.
