We are looking for a highly qualified Livelihood Area Manager for our program in Hatay, Turkey.

Who are we?

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.

About the job

DRC’s livelihoods programming aims to build the capacities and assets of vulnerable Syrian and host community individuals to enhance their social and economic self-reliance. Programme activities include; counselling, provision of transferrable skills, vocational skills training, job referrals and/or provision of home-based small business grants.

The Livelihoods Area Manager is based in one of DRC’s offices in South-eastern Turkey either in Hatay, supervising the implementation of Livelihoods in Hatay, Mersin and Kahramanmaraş; or based in Sanliurfa supervising the implementation there and in Kilis. The role of the Livelihoods Area Managers is to ensure development and implementation of an efficient, accountable, and measurable livelihoods program in the provinces where DRC is operational. Key responsibilities include ensuring overall coordination of DRC’s livelihoods portfolio in their areas of responsibility, which includes livelihoods counseling, transferrable skills, vocational/technical training, job integration, business development with financial support, management of livelihoods centers through partners. S/He is expected to be familiar with international humanitarian relief and development activities and operational issues related to livelihoods programming. S/He reports directly to the Area Manager.

Duties and Responsibilities

The Livelihood Area Manager will have the following duties and responsibilities:

            Program Management, Development, Monitoring and Evaluation (40%)

  • Provide leadership, management and technical direction of the livelihoods program, in coordination with and as agreed technically with Country Livelihoods Program Manager and Area Managers
  • Contribute to or lead the development of concept notes and proposals. Supervise participatory needs assessments and identify appropriate livelihood interventions to increase resilience of the local and refugee communities in the target areas;
  • Ensure the effective Monitoring, Evaluation and Learning processes for the livelihoods program;
  • Participate in periodic program reviews, planning meetings and external meetings as requested by the supervisor;
  • Ensure effective and quality management of multiple donor grants;
  • Ensure planning, qualitative and timely implementation of activities as agreed with donors, ensuring adherence to DRC policies and procedures
  • Geographical technical coordination and supervision of all livelihoods activities in the area of responsibility, in line with DRC operational and programmatic requirements. The Livelihood Area Manager(s) will be responsible for preparing and transmit work plans to Area Managers for implementation and will monitor if targets are met and results achieved.
  • Participate in developing DRC Turkey livelihoods strategy by feeding in inputs from the field;
  • Ensure/facilitate the qualitative and quantitative monitoring of the livelihood projects through team meetings, post-assistance visits, regular reporting and other relevant monitoring tools;
  • Ensure that all data and supporting project’s document are clean, accurate and compliant with livelihoods’ standards.
  • Facilitate evaluation of the programme internally;
  • Generate internal and external livelihood project reports as required.
  • Responsibility that the team is adhering to relevant data confidentiality, retention and privacy standards.

Information, Coordination & Partnership (20%)

  • Serve as a key liaison with relevant stakeholders in target areas;
  • Promote collaboration and synergy between the DRC projects and similar NGO projects in the same areas;
  • In consultation with Country Livelihoods PM, develop programmatic collaborations and partnerships with relevant local organizations and institutions.
  • Regularly update mapping of stakeholders implementing Livelihoods’ project in area of responsibility.

Budget Management (20%)

  • Provide inputs to Area Manager to ensure effective and efficient utilization of livelihoods program resources through monitoring and tracking of expenditures against budgets.
  • Anticipate, along with Area Manager, potential over/under spending
  • Provide forecast to Area Manager on monthly basis

Staff management, training & Capacity development (20%)

  • Technical management of livelihoods field staff in area of responsibility. Ensure coordination with other departments (Protection, M&E, procurement, finance)
  • Train, coach and mentor livelihoods program staff in various technical areas through internal or external facilitation, including formal and informal interactions
  • Guide livelihoods staff in how to work with capacity building and management of volunteers, including on culturally sensitive topics.
  • Participating in the hiring process, as well as ensuring staff have work plans– Contribute to the timely performance management measures for the livelihoods team including appraisals and remedial actions.
  • Any other duties related to the nature of the job as directed by the Area Manager, Livelihoods Manager,  Head of Programmes or Country Director.

About you

To be successful in this role you must have university degree in a relevant field, and at least 3 years of proven experience in field-based humanitarian settings or in the private sector.

Moreover, we also expect the following:

            Essential Qualifications

  • University degree or higher education relevant to business management, economic, law, political sciences, social sciences, or development field
  • Project Management (including budget / contract management)
  • Project monitoring (including reporting and data management)
  • Experience with managing partnerships with local organizations
  • Experience in coordination with external stakeholders such as donors, authorities, municipalities, employers, partner NGOs etc.
  • Fluency in the English language, both written and verbal and fluent in Turkish or Arabic

            Essential Experiences

  • At least 3 years of proven experience in field-based humanitarian settings or in the private sector, including at least 2 years in the Livelihoods sector;
  • Proven experience in team management

            Preferred Qualifications

  • Above average computer literacy.

Preferred Experiences

  • Experience working with employability promotion programs, labor market studies and business development is an asset
  • Understanding of the rights and protection issues of refugees, children and women - experience working with Syrian refugees is an advantage
  • Project Management role
  • Overall responsibility for achievement of livelihoods project targets in area of intervention
  • Close coordination with implementing partners and service providers

We offer

DRC will offer the successful applicant a 5 months’ contract, renewable dependent on both funding and performance. You must be available to start work on 01 August 2017 and be willing and able to work in Antakya/Hatay.

We offer a fair compensation package depending on your qualification and experiences as well as additional allowances such as relocation allowance and living allowances, if applicable. DRC Turkey is income tax exempted.
