Position Description 
Title:               Monitoring, Evaluation, Accountability and Learning Coordinator 
Location:        Sana’a; with frequent travels to the field all over Yemen 
Start of Contract & Duration:  (Start date ASAP & 12 months duration) 
 
Background: 
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world. DRC provides direct assistance to conflict-affected populations- refugees, internally displaced people and host communities in the conflict areas of the world and advocates on their behalf internationally and in Denmark.   In 2008, DRC started working in Yemen in order to respond to the mixed migration flows from the Horn of Africa.  DRC’s operations have since expanded to include food security, livelihoods, water and sanitation hygiene, and protection assistance to children, vulnerable households, internally displaced persons and host communities.  
 
POSITION Purpose: 
The MEAL Coordinator contribute to the development of the DRC/DDG Monitoring, Evaluation, Accountability and Learning (MEAL) framework. 
Reporting directly to the MEAL Manager will oversee a Technical M&E working group, composed of M&E Officers. The Coordinator will participate in the team towards harmonization of M&E approaches and tools; will be responsible for ensuring overall coherence of monitoring and reporting tools; and coordination and compilation of data collected. S/he will be responsible for maintaining and enhancing existing monitoring systems.  Developing new and innovative approaches that bring the organization’s sectors together around a harmonized M&E system, and will be responsible for ensuring accountability mechanisms. The MEAL Coordinator will provide ongoing guidance and support to implementing partners in the development and application of M&E tools and approaches. The candidate will contribute significantly to documenting program results and preparing donor reports.
 
Key Responsibilities: 
 
Job Responsibility #1 Establish and support M&E systems:  
  • Develop harmonized monitoring and reporting tools in close collaboration with the MEAL Manager, and manage and compile data collected. 
  • Participate in the development of minimum standards for monitoring and accountability DRC/DDG Yemen; 
  • Enhance existing MEAL systems and design innovative MEAL tools and approaches that fit the context, program needs, partner capacities, including the need for remote M&E due to security challenges; tools developed must also be suitable to collect sex, age and disability disaggregated data. 
  • Establish sustainable performance indicators and revise tools as required based on the evolution of the programs 
 
Job Responsibility #2 Monitor program activities: 
  • Coordinate, monitoring of all country program implementation and propose adaptations needed to achieve objectives, improve integration of approaches, or to improve coordination with external stakeholders, 
  • Coordinate with Research, and Information Management sources, 
  • Develop and coordinate implementation of a baseline assessment. 
  • Conduct mid-term review to assess the relevance, effectiveness and efficiency of the project. 
 
Job Responsibility #3 Internal IM/data collection: 
  • Collate all necessary qualitative and quantitative data and provide analytical inputs to management; 
  • Consolidate, analyze and discuss the detailed reports as prepared by the different sectors, on program indicators and impact of assistance to beneficiaries; 
  • Advice the Project managers and other project staff on areas requiring improvements and lessons learned. 
  • Ensure all reports are accurate and backed by data; 
  • Coordinate with Project Managers to ensure comprehensive monthly narrative report is delivered on timely basis; 
 
Job Responsibility #4: Emergency Response / Staff Security
 
  • Play role in facilitating timely, quality administrative support function delivery in the time of emergency response 
  • Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, DRC Yemen –and the other organization’s- safety and security policies and procedures 
 
Reporting Arrangements: 
The MEAL Coordinator reports to MEAL Manager and the M&E Officers are supervised by this position. 
General

Personal Specifications: 
 Essential: 
  • Bachelor’s degree in statistics or the social sciences (psychology, sociology, etc.) 
  • At least five years of experience in development and/or humanitarian organizations, including significant experience of working with international and local partners to deliver humanitarian programs or build capacity for emergency preparedness and response. 
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, CHS etc. 
  • Fluent in both English and Arabic language 
  • Proven experience in establishing monitoring and evaluation systems, methodologies, and reporting on findings. 
  • Proven experience in data collation process, auto reports and documentations 
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
 
Preferable: 
  • Understanding of remote program implementation and monitoring approaches 
  • Strong skills in written communication, including effective report writing 
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment. 
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts. 
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team. 
  • Flexible, creative and solution-oriented approach in an innovative environment 
  • Competence with MS Office applications, including Word, Excel and Outlook.  
  • Familiar with data analysis programs; SPSS, Access, Strata
