DRC is seeking a Logistics & Procurement Coordinator for its operations in Rakhine State, to strengthen the logistics support for our ever growing humanitarian and development activities across our three Rakhine offices. 
 
The Logistics & Procurement Coordinator is responsible for all procurement of goods and services, warehousing, transportation of good and people, vehicle fleet management and general logistics support to the programme. 
 
Who we are? 
 
DRC has been providing humanitarian assistance in Myanmar since 2009. DRC is currently engaged in humanitarian responses in Rakhine, Kachin, and Kayah States in the West, East, and South-East of the country respectively. DRC's solution focused approach is leading to increased livelihood activities to reduce dependency. 
 
In 2012, waves of inter-communal violence swept through Rakhine, forcing 140,000 people to flee their homes and take refuge in IDP camps spread across the state. DRC activities assist these IDPs, as well as other non-displaced conflict affected populations. DRC implements a multi-sector response, including Protection, Child Protection, Camp Management (CCCM), Livelihoods, and WASH in Sittwe, Pauktaw, Kyauktaw Maungdaw and Mrauk-U Townships. DRC also provides emergency response to the frequent natural disasters in the State, including floods, landslides, and cyclones. Currently DRC Rakhine State reaches over 100,000 conflict-affected people.
 
Duties and Responsibilities 
 
The Logistics & Procurement Coordinator will support the Programme Managerand technically report to the Operations Coordinator in Yangon. 
 
Responsibilities include: 
 
1. COORDINATION 
1.1.Lead the coordination with the Rakhine programme staff to ensure logistics & procurement involvement in the whole programme cycle  
1.2.Ensure that all logistics & procurement specific DRC/donors’ rules and policies are understood and respected 
1.3.Establish and strengthen systems, policies and standardize operating procedures for Logistics & Procurement at Rakhine state level, in coordination with Operations Coordinator in Yangon 
1.4.Support Programme Manager in defining Safety & Security strategies and SOPs. 
1.5.Manage and build capacity of team divided in two units, Logistics & Procurement: 
Logistics: Logistics Officer, Logistics Assistant, Fleet & Transport Assistant, Warehouse Assistant 
Procurement: Procurement Supervisor and four Procurement Assistants 
1.6 Responsibility for assigned operational budgetary lines within programmes related to operations of the Rakhine programme. 
 
2. PROCUREMENT
2.1.Ensure that procurement policies and procedures are rigorously followed 
2.2.Procurement of all goods and services 
2.3.Establish and follow up annual procurement plans  
2.4.Track all orders, purchases and deliveries 
2.5.Oversight of all purchase and service contract to ensure DRC's interests are protected  
2.6.Optimise all logistics operations to increase cost effectiveness including setting up longer term supply contracts 
2.7.Ensure DRC supplier due diligence is effective in the Myanmar context 
 
3. LOGISTICS
3.1.Fleet: management of rental and owned vehicles, generators, speed boats & motorbikes (in line with DRC guidelines) 
3.2.Transport: management of all transportation of goods and people (via road, river, air) to-from areas of operations and-or other DRC offices 
3.3.Asset: registration, maintenance, repairs-maintenance & disposal of DRC assets accordingly to donors’ rule and policies (in line with DRC guidelines) 
3.4.Warehouse: manage the DRC warehouse and stores (in line with DRC guidelines) 
3.5.Premises: health and safety, contract management and repairs/maintenance at DRC premises  
 
4. TECHNICAL SUPPORT  
4.1 DRC field staff in Mrauk-U (head of base and one logistics assistant) and Maungdaw (head of base, one logistics officer and one supply chain assistant). Regular travel to these bases is required (up to 20% of time).  
4.2 Prepare plan and follow to build capacity of key identified national staff to feed into the long term aim of the post being nationalised. 
4.3 Support PM in ensuring that the security and safety SOPs in relation to premises/transport/travel are implemented 
 
 
About you 
 
To be successful in the position you should meet most/all of the following requirements: 
 
  • Minimum 4 years of experience in Humanitarian logistics, procurement, transport and distribution, warehousing and stock management 
  • Demonstrated skill at team capacity building 
  • DRC logistics experience is a clear advantage 
  • A good understanding of the procurement rules and regulations of major international donors 
  • Experience of being responsible for budget lines within programmes 
  • Commitment to and understanding of DRC’s aims, values and principles 
  • Excellent interpersonal and team building skills 
  • Experience working in complex humanitarian setting, experience of security related responsibilities desirable 
  • Studies in Logistics and/or Supply Chain Management;  
  • Fluency in English 
  • Excellent skills MS Word, Excel, Outlook, Power point.

We offer 
 
DRC will offer the successful applicant an initial contract for 12 months, renewable dependent on funding and performance. Envisaged start date is 1st September 2017.
