Under the overall guidance of the Chief of the Resource Mobilization Branch and direct supervision of the Resource Mobilization (RM) Specialist, the incumbent is responsible for entering and activating agreements related to regular and co-financing contributions in the Atlas Contracts Module (CM), preparing correspondence for donors and providing inputs for documents relating to RMB work. He/she also acts as alternate to the RM Specialist in reviewing donor agreements.
Main tasks and Responsibilities
- Focal point for the Atlas contracts module including analyzing agreements, creating revenue and billing plans, activating new contracts and ensuring all relevant information and processes are adhered to;
- Focal point for Atlas contracts module revenue data reconciliation (both earmarked and un-earmarked contributions);
- Distributing work relating to the contracts module among the unit (both earmarked and un-earmarked contributions);
- Liaise with MIS to report challenges, lessons learned and suggest improvements in the CM;
- Trouble shooting budget holder and drafting of tips, guidance as well as frequently asked questions on the module;
- Assist RM Revenue Manager with inputs required in inter-agency IPSAS discussions and with consultations with donors;
- Prepare correspondence to donors relating to changes in agreement as they relate to revenue recognition;
- Review Financial Statements prepared by the Finance Branch and prepare official submission to donors;
- Provide guidance and support to UNFPA offices on management of co-financing agreements in accordance with UNFPA policies, regulations and rules;
- Regularly extract reports from the contracts module and other related tools and advise management on compliance with reporting and other requirements;
- Suggest new reports that would meet UNFPA’s requirements with the Board of Auditors and donors;
- Follow up country offices and other budget holders based on gaps identified from these reports;
- Provide statistical data on the different funding modalities for inclusion in the monthly income forecast report;
Qualifications and Experience
- Completion of secondary school education. Specialized training in economics/social issues and/or business administration is highly desirable;
- 7 years of experience working on programme, administration and finance management. Familiarity with UNFPA’s programming and financial regulations, rules and procedures is an advantage;
- In-depth knowledge of PeopleSoft and experience in troubleshooting data problems is desirable;
- Proficiency in use of spreadsheets, word processing and computerized systems;
- Excellent written and communication skills;
- Fluency in English is required. Good knowledge of another official language is desirable;
