Background & Rationale 

UNICEF seeks a consultant (SSA) to support work in review of applicants for a General Vacancy Announcement (P5, NYHQ) which has recently been reopened. UNICEF has indicated that the aim of this recruitment effort is to enhance diversity in the Education Talent Group. Talent Groups at UNICEF are lists of pre-vetted, highly qualified professionals intended for fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates are placed in a Talent Group and may be contracted directly by hiring officers for job opportunities. 

Research has been conducted by a recruitment specialist to identify appropriate candidates globally who are from programme countries and could potentially be brought into the talent group. A thorough investigation of senior education practitioners has been conducted and these potential applicants have been encouraged to apply for the global vacancy announcement. Once applications of applicants have been gathered, there will be several stages in the recruitment process with which this consultancy can assist. 

Purpose 

The Education Section, Programme Division, UNICEF HQ is seeking to enhance diversity in the education talent group, with more programme countries represented among applicants. UNICEF seeks to find senior practitioners who could potentially enhance the talent group with infusion of more candidates from programme countries. 

The consultant will review all applications for the P5 GVA; screen applicants against the minimum requirements listed in the Vacancy Announcement; prepare a shortlist of candidates who meet minimum requirements, based on provided guidelines; support the testing, grading of tests, interviews and other measures necessary for the vetting process of applicants. 

Expected results: (measurable results) 

The consultant will review all applicants and create a shortlist of candidates for the education talent group following the on-going Global Vacancy Announcement; and support the testing, grading and interview process. This could span over several vacancy announcements. 

Duty Station 

The consultant will be based remotely. The consultant must be available for meetings at UNICEF NY Headquarters should they be required. 

Timeframe 

Start date: 24 July 2017                     End date: 31 December 2017 

A total of 30 days within a time span of 6 months. Start Date: July 24, 2017. End Date: December 31, 2017. The actual dates for work will be defined jointly as and when service is required.

Key competences, technical background, and experience required Deadline 

  • The consultant must be an experienced recruitment specialist with a proven record of success in completing recruitment assignments for global organizations.
  • Knowledge of education market and proficiency with talent assessment.
  • Extensive researching and networking experience.
  • Languages: English fluency required; Bilingualism or multilingualism preferred.
  • Excellent administrative and communication skills.
  • Strong communication, analytical, organizational and writing skills; ability to synthesize concepts and material into clear and concise thoughts.
  • Professional experience in a business and/or international education development setting is a plus.
  • Familiarity with information and communication technologies (ICT) for knowledge management
