UNICEF China and the International Poverty Reduction Center in China (IPRCC) of the State Council's Leading Group of Poverty Alleviation and Development (LGOP) have been collaborating since 2007, with a particular focus on tackling multidimensional child poverty in China's poorest regions, most recently in Hubei Province. The goal of the collaboration is to improve data collection and analysis so that evidence-based understanding of the multiple dimensions of deprivations, as well as the depth and overlap of deprivations, experienced by different groups of children can be used to design, monitor and evaluate more effective responses to child poverty. How can you make a difference?

UNICEF China and the International Poverty Reduction Center in China (IPRCC) of the State Council's Leading Group of Poverty Alleviation and Development (LGOP) have been collaborating since 2007, with a particular focus on tackling multidimensional child poverty in China's poorest regions, most recently in Hubei Province.  The goal of the collaboration is to improve data collection and analysis so that evidence-based understanding of the multiple dimensions of deprivations, as well as the depth and overlap of deprivations, experienced by different groups of children can be used to design, monitor and evaluate more effective responses to child poverty.  Consultancy to assess the effectiveness and replicability of the Hubei Child Poverty initiative focusing on the planning, monitoring and evaluation mechanisms and related capacity gaps. The main objectives of this consultancy are:

·         To understand the current county level child poverty planning, monitoring and evaluation process, including the horizontal and vertical institutional coordination mechanisms;

·         To learn the lessons from use of current tools to measure child poverty, such as a data monitoring app developed by IPRCC;

·         To identify priorities, capacity gaps and related training needs of county officials, programme managers and village volunteers; and

·         To contribute to a Child Poverty Guidance Tool to support data collection, analysis, as well as programme design, implementation and monitoring, developed to replicate the Hubei model.

To qualify, you will have…

·         Advanced degree in evaluation, development economics, statistics, or sociology

·         Understanding of multidimensional child poverty concepts and approaches

·         Familiarity with research on the situation of China's most vulnerable and excluded children

·         At least 10 years of relevant work experience. Relevant UN or NGO experience an asset

·         Relevant experience in evaluations and child poverty analysis will be preferred

·         Demonstrable technical knowledge and/or experience in scientific research and paper writing

·         Ability to work independently and to produce high quality deliverables under tight deadlines

·         Fluency in written and spoken Chinese and English required.
