The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for displaced populations.

NRC started operation in the Islamic Republic of Iran in 2012. We deliver humanitarian assistance in 4 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling and Legal Assistance (ICLA).

The purpose of the Education Project Manager position is to ensure high quality and cost effective Education programme implementation within the designated geographical area. He/she is in charge or maintaining and developing synergies with other NRC Core Competencies and initiate partnerships with local organizations. The Education PM reports directly to the Area Manager.

Job description

Generic responsibilities :
1. Develop Education programming in coordination with the Education Specialist.
2. Overall management of Education project staff
3. Compliance and adherence to NRC policies, Education CC tools, handbooks and guidelines
4. Contribute to the development of Country, Area and Education CC strategies, initiate and participate in the development of relevant Education CC projects
5. Implement technical direction and ensure high technical quality of project/s
6. Coordinate and manage Education CC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
7. Provide regular progress reports to the Area Manager and the Education CC Specialist
8. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
9. Develop and manage project budget (in cooperation with CCs) and coordinate across CCs
10. Ensure capacity building of project staff and transfer key skills
11. Liaise and collaborate with relevant local authorities and other key stakeholders
12. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:
1. Coordinate with Area Manager to ensure the provision of Education in Emergencies (EiE) and Youth Programming.
2. Technically support the development of formal and non-formal education with local partners and in link with Livelihoods Unit.
3. Design and develop Education in Emergency programme, including psycho social response through education, approaches and activities that can be piloted and expanded to other NRC locations in Iran
4. Build capacity of education teams to operationalize quality, timely and comprehensive EiE activities in Iran.

Qualifications

• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context with extensive experience of education and emergency education responses.
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Experience from working in complex and volatile contexts
• Fluency in English and Farsi, both written and verbal

Personal qualities

• Knowledge of the Afghanistan displacement context is an asset
• Knowledge of Iranian context is an asset
• Experience with scaling up of humanitarian programs in strictly controlled context is an asset
• Detailed oriented and strong organizational skills
• Valid driver’s license

We offer

Contract until end of 2017 with extension possibility.
Duty Station: Kerman based (Area South)
