Purpose of the post

The ICRC’s funding from government, supranational organisations, National Societies and private donors is coordinated by and channeled through the Resource Mobilisation Division (REM), which raises the funds the organization needs to carry out its humanitarian activities while securing its independent status.

The ICRC seeks the widest possible range of sustained and flexible sources of financial support in order to meet its objectives. Part of the REM division’s work takes the form of structured projects designed to develop capability in areas such as digital fundraising, donor data management and donor reporting. It is foreseen that the division will formalise new projects based on the outcomes of a recent analysis of core processes.

While each project is considered essential for the division and the organisation as a whole, the division now seeks to better integrate the benefits of individual projects by grouping, planning, sequencing and coordinating the ongoing and future work in the form of a program of projects. The REM division now seeks a highly-experienced and skilled Program Manager to oversee the work at program level while also being directly engaged in specific projects in order to build a coherent program.

Main responsibilities

The primary responsibility of the Program Manager is to manage multiple interdependent projects that will be established under a program and drive a multi-disciplinary team to ensure the successful delivery of the projects within scope, quality, time and budget constraints.  This will include strategic thinking and alignment with other institutional priorities and plans around effective change management related to the successful adoption of any changes created by the projects.  At times the Program Manager will also need to be directly engaging in project level activities.

Main tasks

Initial tasks: project and program definition

  • In the initial phase, assess the current operating environment with a specific focus on the background and history of related projects and initiatives, as well as the broader framework of institutional processes (e.g. governance, fundraising models) that will inform the scope of REM projects.
  • With the support of key members of the REM team and in consultation with the main relevant stakeholders in the division, plan, conduct and deliver a study that will define the scope, planning and budget for the REM program.
  • Assess the needs in terms of resources, scope, planning, risks and change management of the REM projects and develop a proposal for a comprehensive Program.

Program and Project execution

  • Maintain a strategic and global view of the program, including finances as well as a detailed view on the status of deliverables, escalating relevant transversal decisions to the steering committee. 
  • Ensure project progress is effectively monitored, controlled and reported and the realization of benefits tracked according to the Project Management Framework and general ICRC procedures.
  • Ensure that project related communication and change management plans are produced and monitored to support effective adoption of the related changes.
  • Ensure that the concepts, systems and services developed within the projects are approved at the Steering Committee level and are integrated as appropriate at the program level.
  • Manage interdependencies within the program as well as with other institutional initiatives, escalating issues and risks to the Steering Committee and ensuring that mitigation actions are undertaken and effectively monitored;
  • Ensure that project and program documentation is up to date and available in the organizations information management tool (Sharepoint). Facilitate brainstorming, workshops, meetings and other decision-making fora;
  • Share experiences and contribute to the continuous improvement through the Project Management Office and Change Management Community.

Required profile

  • At least 5 years’ experience in successfully managing large projects or programs with a multidisciplinary team.
  • Project Management certification (PMP, HERMES2 or comparable certifications)
  • Experience in leading project-driven transformations;
  • Financial management experience, budgeting and resource allocation;
  • Strong listening, presentation and interpersonal skills.
  • Excellent oral and written communication skills in English and French.

  • Excellent stakeholder management skills.  Ability to rapidly switch between different levels of detail (eg: technical decisions to strategic direction);
  • Strong analytical and organisational skills; ability to synthesize complex information; solution oriented.
  • Strong drive and initiative; capacity to orient and prioritise, and to take decisions.
