Under the supervision of Business Analysis Manager, Oversight, Division of Finance and Administrative Management (DFAM), the incumbent will support the coordination of relationships between DFAM and oversight bodies to UNICEF, such as the UN Board of Auditors and the Office of Internal Audit, (both of whom audit UNICEF offices’ management and compliance with established regulations, rules, policies and procedures), Joint Inspection Unit reviews and donors who mandate visits to understand UNICEF internal controls framework, such as the EC and DfID.

Under the supervision of Business Analysis Manager, Oversight, Division of Finance and Administrative Management (DFAM), the incumbent will support the coordination of relationships between DFAM and oversight bodies to UNICEF, such as the UN Board of Auditors and the Office of Internal Audit, (both of whom audit UNICEF offices’ management and compliance with established regulations, rules, policies and procedures), Joint Inspection Unit reviews and donors who mandate visits to understand UNICEF internal controls framework, such as the EC and DfID. The post will analyze the recommendations made to UNICEF in all of these oversight reports, identifying trends in capacity development gaps in operations and producing management reports.

How can you make a difference?

1. Provide support to the audit process performed by the UN Board of Auditors, including:

  • Coordination for audit visits to Headquarters and Regional/Country Offices
  • Facilitation of formal communication between the Comptroller and the UN Board of Auditors (UNBOA)
    - distribute management letter to focal points
    - establish and follow-up timetable for responses
    - collate and review responses
    - draft formal response for review
  • Collation and review of responses
  • Monitoring and administration of recommendations made and responses / actions taken by audited offices
  • Production of reporting to UNICEF Executive Board, Audit Advisory Committee, ACABQ, and senior management.

2. Provide support to the audit process performed by the Office of Internal Audit and Investigations (OIAI), including:

  • Review internal audit reports to identify issues relating to internal controls or financial and administrative management which could require DFAM support
  • Communication of issues to DFAM Section Heads either for action or for information
  • Follow-up with relevant Divisions, ROs or COs for action or for information
  • Where required, draft responses for review by supervisor
  • Monitor the status of recommendations made and responses / actions taken for.

3. Provide support in relation to donor visits including:

  • Draft guidance for donor visits and related training
  • Provide guidance to COs on conduct of visits
  • Review resulting donor oversight reports and support draft of formal response, as needed, for review
  • Keep track of donor oversight reports and their relevant findings.
  • Monitor implementation of recommendations.
  • Develop and maintain donor visits-related tracking sites.

4. Support management of JIU visits for the organization, which includes:

  • Coordinate interviews of relevant offices for JIU visits.
  • Coordinate collection of responses to JIU recommendations.
  • Monitor implementation of recommendations and prepare corresponding statistics for management reporting.

5. Conduct analyses of internal and external audit and donor oversight reports to identify trends and systemic financial and administrative management issues being raised.

To qualify as a champion, for every child you will need to have…

A University degree in accounting, finance, or business administration; or professional accounting qualification (CA, CPA or equivalent).

Training in internal or external audit is highly desirable.

A minimum of 2 years progressively responsible professional experience in the area of finance, accounting, or auditing. Strong knowledge of computer systems and information management tools, Office and financial and accounting applications is desirable.

Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (French, Arabic, Chinese, Russian and Spanish) is considered an asset.

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
