The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, requires an experienced and qualified Lao National Consultant on Communication for Development (C4D) in improving routine immunization at (NO-B) level. The Consultant will be based in UNICEF Vientiane as well as in the National Immunization Program office, Ministry of Health, as needed.

Duties and responsibilities:  

Under the direct supervision of the Chief of Health and Nutrition and in close collaboration with the Chief of Communication and the Immunization Specialist, the consultant will undertake the following tasks:

  • Provide technical support to build capacity of health providers, community leaders, members of the mass organizations and volunteer health workers on communication for immunization focusing on interpersonal communication.
  • Technically support the production of new communication materials on promotion of routine immunization and all supplementary immunization activities (SIAs) including posters, banners, and audio/visual tools targeting families and communities.
  • Provide technical support in developing and implementing advocacy and public communication messages for routine immunization at central level, and targeted provinces and districts.
  • Develop media plan, follow up its implementation and monitoring of TV and radio spots broadcast messages of routine immunization and supplementary immunization activities
  • Support Provincial and District Communication officers in developing partnerships with Lao Front for national construction, Lao women’s union in targeted district and villages.
  • Coordinate the implementation of results based monitoring of vaccine preventable childhood illnesses (diarrhoea, pneumonia), chronic malnutrition and immunization coverage between health facilities and community leaders, Lao Front for national construction, Lao women’s union in targeted district and villages.
  • Contribute to writing human interest stories that show how UNICEF supported MCH activities including immunization have impacted (change in behaviour or practices) lives of children, families and communities.
  • Collaborate with ICT/Innovations communication consultant, other H&N communication officers, WHO communication team, in development of training package, educational video materials used for training frontline technical health workers.
  • Jointly with Central, Provincial and District communication teams conduct supportive supervision of Communication and behaviour change on immunization in targeted provinces and Districts.
  • Undertake other related assignments and responsibilities as requested by the supervisor and other partners to support the successful routine immunization services.

    Qualifications and experience:

    Education: Advanced university degree in communication for development of the social/behavioral sciences (Sociology, Anthropology, Psychology, community-based development, Health Education).  A first-level university degree (Bachelor’s degree or equivalent) in one of the academic disciplines listed above in combination with qualifying relevant professional experience may be accepted in lieu of the advanced university degree.

    Work Experience:  A minimum of 5 years of progressively responsible work experience in the planning and management of communication for development programmes, with practical experience of working with community leaders, community Organizations and in the adaptation and application of communication planning processes to routine and emergency contexts. An experience in the field of Communication for Development in a UN organization or NGO is an asset.

    Languages: Fluency (spoken and written) in English and Lao is required.
