Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the Chief of Party, Darfur Monitoring Project (DMP) in Khartoum, the successful candidate will lead the technical design, implementation, data analysis and report writing aspects of the DMP. S/he will be responsible for ensuring the quality of data collected in the field is valid and in line with the project’s technical design. S/he will also facilitate training staff members on the use of the monitoring system tools and technologies perform continuous reviews on incoming data to ensure its validity and integrity and troubleshoot issues and obstacles as they occur. Core Functions / Responsibilities:

1. Serve as primary technical focal point for the Darfur Monitoring Project (DMP). 2. Work closely with DMP Project Coordinator and the MSI technical team to ensure that IOM’s data collection, verification and monitoring plans and systems are in place and functioning properly.

5. Analyze data received from the field and based on analysis compile monthly monitoring outlines and reports.

6. Conduct on periodical basis Data Quality Assessments (DQA), including but not limited to the preparation of questionnaires to be used, closely monitoring the DQA rollout both at field and central level, as well as drafting the assessment report based on the analysis of the data collected.

7. Draft periodically Lessons Learned reports or contributions to MSI based on the analysis of the data collected.

8. Collaborate effectively with team members in Darfur, Khartoum, Arlington and Washington, DC.

9. Provide support to the Chief of Party as directed.

10. Perform such other related duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Social Science, Information Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Previous experience designing and conducting third-party monitoring projects, writing monitoring reports, conducting quantitative and qualitative field research and analysis; • Previous experience conducting portfolio-level monitoring projects in insecure locations; • Previous experience with remote data collection, remote verification, and managing sub-contractors is desirable;

• Excellent oral and written communication skills in English, analytical competencies, interpersonal and team building skills, and management competency within a multi-cultural environment;

• Demonstrated ability to work under pressure and meet deliverables within a given timeframe. Languages

Fluency in English is required.
