We are looking for a dedicated, motivated and highly qualified Programme Manager to oversee the DRC program in Rakhine State, Myanmar.  
 
Who are we? 
 
DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including conflict and disaster-affected people, IDPs and returnees in Rakhine State, Kachin State, Northern Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.  
 
In Rakhine State, DRC has a well-established presence, initially providing emergency assistance to communities affected by cyclone Giri. Following the June and October 2012 violence, around 140,000 people were displaced, including over 120,000 people in camps, mainly in Sittwe, as well as in other affected areas in rural townships. Another 100,000 people in host/surrounding villages are affected due to poverty, restrictions on freedom of movement and lack of access to basic services. The DRC programme in Rakhine focuses on protection, child protection, livelihoods support and recovery activities, camp management, shelter, WASH and disaster risk reduction. Furthermore, longer-term support to local authorities in strengthening community-driven safety and reconciliation processes and other types of support are envisioned. DRC in Rakhine State also operate out of a sub office in Mrauk U and are in the process of initiating operations in Maungdaw, Northern Rakhine State.
 
DRC/DDG Myanmar currently employs over 300 national and 28 international staff and operates from eight operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar are ECHO, EC, UNHCR, UNICEF, DFID, DANIDA, AusAid, USAID and SDC.   
 
 
About the job 
 
DRC is currently delivering humanitarian aid in IDP camps, and implementing development programming across all communities. Both activities are complemented by high quality protection programming and advocacy focused on durable solutions.  The Rakhine team consists of approximately 130 staff, including 12 expatriates.  The Programme Manager reports to the Country Director, and line manages the expatriate Coordinators in CCCM, WASH, Livelihoods, Protection, and Logistics and Procurement, in addition to providing operational support to the Maungdaw and Mrauk U Heads of Office.  The PM also line manages a national staff Deputy Programme Manager and the Finance/Admin Officer.  
 
The post will be based Sittwe, Rakhine State – with frequent and extended stays within Rakhine, particularly the DRC Mrauk U Office, and Maungdaw in northern Rakhine State 
 
Duties and Responsibilities
 
Overall, the Programme Manager will be responsible for the following:  
 
Project Portfolio 
 
  • Manage, supervise and monitor the timely implementation of DRC’s Rakhine project portfolio, at present comprising of funding from ECHO, EC, DANIDA, OCHA, UNICEF, UNHCR, LIFT, AusAid, SDC, USAID and private donations 
  • Organise and oversee regular project review meetings of activities and expenditures, particularly for multi sector projects within the portfolio
  • Maintain a collaborative and enabling work environment 
  • Ensure regular contact, support and visits to Mrauk U and Maungdaw sub offices 
  • Lead the development of new programme initiatives and funding opportunities for activities in Rakhine State
  • Provide quality assurance on all internal and external reportsStrengthen the M&E system within the programme 
 
Office Management 
 
  • Supervise the work of all DRC staff and ensure that all DRC policies and procedures are in place and operational (admin/finance, procurement and logistics). 
  • Ensure compliance with DRC Code of Conduct  
  • Ensure timely and accurate financial monitoring, forecasting and reporting as the person with overall responsibility for all Rakhine budgets, with the support of the Head of Finance and Administration. 
 
Stakeholder Management 
 
  • Maintain DRC’s position as a key actor in the INGO community in Sittwe and represent DRC to donors and external actors 
  • Maintain good relations and close co-ordination with local authorities, UN agencies, international and national NGOs 
  • Ensure DRC’s active engagement and advocacy in local and national level co-ordination on Protection, Child Protection, CCCM/Shelter/NFI, Livelihoods, WASH, Area Humanitarian Country Team, and on durable solutions and population movements 
 
Security 
 
  • In close coordination with DRC’s Safety Manager based in Yangon, monitor the security environment and implement appropriate safety and security procedures (MOSS compliant) 
 
Programming and Fundraising 
 
  • In close cooperation with the Head of Programme , lead the identification and development of new programme initiatives in Rakhine, including facilitating assessments and overseeing preparation of concept notes 
  • Work with the Country Director to develop a strategy for DRC in Rakhine linked to the DRC Myanmar Strategic Programme Document 
 
Other 
 
  • Assist the Country Director on other matters, as and when required. 
 
About you 
 
To be successful in this role you must have: 
  • A minimum of 5 years of relevant project and/or programme management experience with an international NGO 
  • Experience of managing a team of both Expatriate and National Staff, ideally across different locations 
  • Practical experience of implementing multi-sectoral projects, ideally within the fields of emergency response, protection and livelihoods preferably in a conflict-related context 
  • Experience with writing project proposals and concept notes to mobilize resources and complement and expand current programming 
  • Experience of managing an office/team where you have had responsibility for ensuring that all administrative, logistics, procurement, HR procedures are being followed according to organisational procedures 
  • Experience with representation of the agency with government, UN, and donor audiences for coordination and advocacy 
  • Strong diplomatic skills in communicating with stakeholders, fellow heads of office and staff 
  • Professional fluency in English 
  • University Degree in humanitarian/development studies, social sciences or other relevant field or equivalent professional experience. 
 
We offer 
 
DRC will offer the successful applicant a 12-month contract with the possibility of extension. Envisaged start date is September 2017. Salary and conditions will be in accordance with DRC’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. The position is placed at A13 on DRC salary scale.  
 
Rakhine is eligible for a location adjustment to salary and R&R according to DRC terms of employment level C.
