Context

Gabon CO which is dealing with complex programme priorities and challenges, has undertaken important external communication and advocacy initiatives based on the pillars of the Global Communication and Public Advocacy Strategy: “Voice, Reach and Engagement”.

This programme is stemming from a strategic vision aiming at raising the CO profile and, thus, leveraging resources and partnership within the Cause Framework.  The CO is in the process of finalizing its upcoming CPD for the period covering 2018-2022 and has carried out a situation analysis which has shown important bottlenecks for children’s rights fulfilment.

Despite the Upper Middle Income status of the country, Gabonese children are living in a context marked by a high level of morbidity and mortality due mainly to malaria and Vaccine-preventable diseases. The health system shortfalls stem from human resources weaknesses, insufficient access to quality health services, procurement chain inefficiency and lack of coordination, information and evidence alongside inadequate and harmful social norms (Maternal Mortality : 316/100,000, Under 5 mortality :   65‰, Exclusive breastfeeding rate:  6%,  HIV prevalence: global (4.1%), women (5,8%), men (2,2%).

Child protection issues in Gabon are complex, deep-seated and rife. They are ranging from violence, abuse, discrimination, child trafficking, child neglect, to juvenile justice shortfalls and illegal migration (Child labour: 13%, Domestic violence against children: 40%, Birth Registration rate: 90%).

According to a Multiple Overlapping Deprivation Analysis (2015) many children under 5 suffer from multiple deprivation, especially in the areas of health (42 %), sanitation (40%), nutrition (35%) and protection (27%).  Children aged 5-17 years, are facing acute deprivations when it comes to sanitation (40%), protection (24%) and education (23%). Most of those deprived and vulnerable children are living in rural areas, in the poorest households and have a mother without instruction. The ethnic groups most affected by deprivation are indigenous peoples.       

The Country Office is planning to produce a comprehensive outreach and advocacy package to accompany and support the upcoming Programme of Cooperation in terms of visibility, partnership and fundraising. 

  

Objective of the consultancy

The main objective of the consultancy is to provide the external communication elements needed to disseminate information on UNICEF's new five-year 2018-2022 program in Gabon. In addition, these communication products will facilitate the raising of additional funds for the implementation of the programs.

Expected Products of the consultancy

 The consultant should produce the graphic material (photographs) to be used in the promotional materials. In addition, the consultant should develop the content, the design and produce the following products over the duration of the consultancy, 8 weeks:

 150 high-quality photographs (each photo must be delivered in three formats: raw, high and low resolution, including extended captions) featuring UNICEF-supported programs and the context of the country in all districts and in the areas of Child Protection, WASH, Health, Social Policies, Communication for Development and adolescent development. The geographic areas and list of eventual projects or places to be photographed will be defined in coordination with UNICEF. Extended captions must be provided for each photograph by embedding them directly into each image (in the IPTC fields), together with credit, copyright and other relevant information. Extended captions must include: date, place, community or organization, short description of project, names of people, where relevant. The pictures and images must be in accordance with the guidelines of the UNICEF Brand Toolkit (to be shared by UNICEF). The pictures and images produced will be the property of UNICEF.

  1. Booklet describing the contents of new Country Programme Document 2018-2022 in English and French ;
  2. 1 flyer by program component (4 flyers in total) to describe in more detail the activities under the 2018-2022 program for each component in English and French ;
  3. 1 folder that can be used to keep documentation or share the promotional materials.

 Supervision

 The consultant will be under the supervision of the Communication Specialist and will work in collaboration with the Program Specialists responsible for the different UNICEF programs.

Qualifications and experience required

The requirements for this consultancy are as follows:

  • Owning a degree in one of the following areas: communication, marketing or any other area considered as equivalent;
  • 5 years of experience in the design of communication materials;
  • Experience in developing similar promotional materials for an international organization would be an asset
