Consultancy on Violence Against Children – Programme Development and Implementation on Minimising Corporal Punishment

UNICEF supports the Ministry of Women and Child Affairs in implementing national agendas and closely works with the NPEVAC. UNICEF intends to facilitate identification, documentation and scaling up of best strategies on addressing corporal punishment and physical abuse of children, through modeling of selected practices in select geographical locations.Given the highly technical nature of the task, UNICEF intends to hire a national consultant to undertake the assignment.

Objective of the Assignment :

Under the supervision of the Child Protection Specialist, the consultant will identify an approach/model to address corporal punishment, based on and or in alignment with the global INSPIRE package; facilitate development of a proposed model project for modelling; and facilitate implementation/testing of that model in selected communities. S/he will also document the successes, best practices and help advocate for replication/approval by government

 

Assignment Tasks

  • Identify and document locally available approaches/models to combat corporal punishment of children, based on and or in alignment with INSPIRE Package. The identified approaches should have a reliable and clear path to success and demonstrate result during a specific time.   
  • In close consultation with UNICEF child protection team and other experts and organizations, select and refine a few models (maximum two, depending on the total number of identified proposals, this number may change), based on the INSPIRE package, and design a proposed model for consideration of UNICEF support
  • Facilitate implementation of the proposed model in select number of communities, in close coordination with UNICEF child protection and education teams, and Ministry of Women and Child Affairs, and its affiliate agencies.
  • Develop a project report summarizing key achievements, challenges and recommendations on ways forward

 

Work relationships: 

The consultant will work under direct supervision of the UNICEF Child Protection Specialist. S/he will also closely work with the National Partnership to End Violence Against Children based in the Ministry of Women and Children’s Affairs

 

Expected Deliverables

  • Report on locally available community-based approaches/models to combat corporal punishment, based/in alignment with INSPIRE Package  - by October 14, 2017
  • Concept Note on proposed model project on community-based interventions to end corporal punishment of children - by November 14, 2017
  • 8 Monthly Reports on implementation of the model project in two districts to implement action plan - by July 14, 2018
  • Final project report documenting key achievements, challenges and ways forward on scaling up the model project - by August 14, 2018

 

Qualifications of Successful Candidate

Education/Years of relevant experience/ Competencies of Successful Candidate

  • Education: University degree or a professional qualification in law, social sciences, child rights, public health, international human rights and other relevant areas.
  • Years of Experience: 8 Years of relevant experience
  • Specialist skills/ training: skilled in work related to child rights, violence against children, gender-based violence, domestic violence. Strong knowledge and training on children’s rights including Convention on the Rights of the Child and other international legal instruments relevant. Solid understanding of the issues of violence against children, gender-based violence and child protection in Sri Lanka; demonstrated skills to network and reach out to community-based organizations; strong business acumen, dedicated to timely completion of work; strong report writing/documentation skills.
  • Competencies: Strong inter-personal skills and an ability to interact productively with Government and other partners. Solid time-management skills; abilities to travel extensively and work under pressure will be of advantage.

Languages: Demonstrates excellent verbal and written skills in English and either Sinhala or Tamil.

 Conditions :

  • The consultant is required to certify that they are covered by medical/health insurance 

  • The consultant serves in their individual capacity and not as representatives of a government or of any other authority including UNICEF 

  • Consultants is responsible for determining his/ her tax liabilities and for the payment of any taxes and/or duties, in accordance with local laws 

  • UNICEF does not provide or arrange life or health insurance coverage for consultant. 

  • Travel paid for by UNICEF in advance, and travel costs reimbursed after travel, shall be based on economy class travel, regardless of the length of travel 
  • The candidate selected will be governed by and subject to UNICEF’s “ General Conditions of Contracts for the Services of Consultants / Individual Contractors.”
