Who are we? 
 
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq. 
Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, Nineveh governorate and Mosul city, Kirkuk, Tikrit and Salah-al-Din, and in and around Baghdad and South Central Iraq. Focused both on the current IDP and returnee crises, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter. 
 
The Iraq programme presently employs about 500+ national staff and 60 international staff, and is still expanding in response to the current needs through funding from various donors 
 
About the job 
 
The WASH/Shelter Coordinator has the overall responsibility for designing, coordinating, supporting and representing DRC WASH/Shelter activities in Iraq. 
 
Roles and responsibilities: 
 
• Support ongoing harmonization between field office operations in WASH/shelter activities and approaches; 
• Contribute to the planning, design and evaluation of WASH/Shelter projects, including proposal and budget drafting, to secure programme funding for identified needs; 
• Lead and coordinate DRC run WASH cluster technical working groups (TWG) as well as being part of the Strategic Advisory Group (SAG); 
• Liaise with local, regional and national government water sources departments to ensure longevity in design and planning of 2nd and 3rd phase interventions; 
• Advocate and support relevant government bodies to encourage monitoring and planning sustainable use of water resources in areas of intervention as well as assist them in understanding the operational and maintenance commitments of projects after handover from NGOs. 
• Represent and communicate DRC’s integrated and multi-sectorial strategies to national and international partners, stakeholders and key actors (including donors); 
• Provide technical assistance and overall coordination to the roll out of the WASH/Shelter strategy and its constituent projects, including in the development of tools, methodologies, assessments, baseline data collection, M&E and accountability processes, reports etc; 
• Support capacity building and organize/lead training as required to ensure high quality in programming, as well as integration and consolidation of multi-sectorial specialisms between field offices and teams; 
• Undertake field/site visits to monitor the quality of activity implementation and provide technical advice, guidance and oversight to managers and field project staff as necessary;  
• Support the WASH/Shelter departments in strengthening information management, including standardized databases for WASH/Shelter and planning purposes; 
• Participate in the recruitment process, capacity building and the evaluation of managerial WASH/Shelter staff as necessary; 
• Coordinate with national, local and international actors and participate in working groups, clusters and other meetings on WASH/Shelter related issues to represent DRC and its mandate; 
• Stay abreast of developments that have an impact on and influence the WASH/Shelter environment in Iraq and provide analysis and recommendations on key issues on a regular basis; 
• Coordinate with regional DRC WASH/Shelter programmes (MENA) and focal points to ensure sharing of experiences, methodologies and tools; 
• Stop-gap for WASH-Shelter project managers when out of the country;  
• Any other duties as agreed with the Head of Programmes / Deputy Country Director. 
 
About you 
 
To be successful in this role you must have: 
 
Essential qualifications:  
• University degree or higher-level technical qualification relevant to the WASH/Shelter sectors, or significant professional technical experience in WASH/Shelter programming for INGOs; 
• Significant knowledge of and experience in working with global WASH/Shelter standards, such as SPHERE standards, IASC Principles, etc. 
• Cultural sensitivity and adaptability; 
• Work experience with UN-agencies (UNHCR, UNICEF); 
• Fluency in written and spoken English is essential. Arabic is a plus. 
• Experience working in complex environments. 
 
Essential experience:  
• Proven experience of at least 5 years in the international humanitarian WASH/Shelter sector, including in management and advisory programmes;  
• Experience implementing complex WASH/Shelter programmes in emergency, recovery and post conflict contexts with IDPs, refugees, returnees and host communities; 
• Experience of engaging with coordination, advocacy and/or policy work, including through cluster and working group coordination mechanisms; 
• Experience developing assessments, proposals and evaluations for INGO programmes; 
• Experience with managing teams and providing technical guidance and training; 
• Experience integrating WASH/Shelter with other sectors, such as CCCM and health, and mainstreaming protection. 
 
Desirable Personal Attributes: 
 
• Strong communication, interpersonal, representation, negotiation, and diplomacy skills; 
• Strong commitment to quality improvement; 
• Proven strong analytical skills and a strategic mind-set; 
• Ability to understand the broader humanitarian context of a country and its impact on programmes; 
• Sound understanding of the broad humanitarian architecture. 
 
We offer 
 
DRC will offer the successful applicant a 1 year contract. You must be available to start work from September 2017 and be willing and able to live in Erbil, Iraq, with visits to all DRC Iraq field offices.

R&R cycle is every 12 weeks.
