Introduction:

 

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI has worked in Indonesia since 2013 and has recently embarked on the second phase of its joint program with the government, which will run until 2019.

 

GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions - that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

 

In the Philippines, GGGI is implementing the Ecotown Scale-Up Project: Climate Resilient Green Growth (CRGG) Planning at the Provincial Level (the “Project”) in partnership with the Climate Change Commission to promote sustainable local economic development and climate resilience in the Provinces of Palawan and Oriental Mindoro and concerned National Government Agencies. Aside from working with the respective Provincial Governments, the Project provides technical assistance to the local government units (i.e. municipalities and cities) in said provinces to develop their capacities to pursue and implement initiatives relevant to climate resilience and green growth.

 

Objectives/Purpose of the Assignment:

 

GGGI intends to engage the services of a Provincial Green Growth Investment Specialist (the “Consultant”) to help the Provinces of Palawan and Oriental Mindoro in developing key investment project proposals that will support the realization of climate resilience and green growth strategies in the said provinces. The said proposals will use as basis the “Provincial/Cluster Climate Resilient Green Growth Strategies” identified by the two provinces under the Project.

 

Scope of Work:

 

Activity 1: Preparation of Individual Work Plan. Upon contract signing and prior to conducting technical activities, the consultant will prepare and submit an Individual Work Plan presenting his understanding of the TOR; his approach to the assignment; and the relevant timeline. The said work plan will be reviewed and agreed with GGGI and the Provinces of Palawan and Oriental Mindoro to ensure that the objectives of the assignment are understood by the parties and planned activities are consistent with the expectations of GGGI and the two provinces. Expected Output: 1.) Individual Work Plan

 

Activity 2: Capacity Development for Project Development Working Group. In each province, the municipalities have been organized into Clusters such that each cluster is able to identify its “Cluster Climate Resilient Green Growth Strategy”, which includes investment projects and policies,that collectively constitute the “Provincial Climate Resilient Green Growth Strategy.” There are about 8 Municipal Clusters for the two Provinces and 2 Provincial Project Teams. In pursuing this activity, the consultant is expected to lead the organization of the Project Development Working Group (PDWG) Per Cluster/Provincial Project Team, which will be trained and engaged as his/her partners in the preparation of the investment proposal per cluster. The consultant will develop the Terms of Reference (TOR) for the PDWG, which will include, among others, the collection of data necessary for each investment project proposal and support in the conduct of consultations with local stakeholders. The TOR of the PDWG should consider the necessary technical expertise (i.e. Municipal Engineer, Sector Specialist, etc.) in identifying the PDWG member given that they will be providing technical support and working with the consultant. Aside from being a partner to the consultant in project proposal preparation, the formation of the PDWG is also expected to facilitate basic knowledge sharing on project development tools and techniques from the consultant to the PDWG members through on the job coaching and mentoring. Hence, the consultant is expected to conduct capacity development in the appropriate modality. The consultant is also expected to participate as resource person and provide inputs in separate project development trainings that may be organized by the GGGI. Expected Output:  a.) Terms of Reference for the Project Development Working Group; b.) Project Development Working Group organized for each cluster.

 

Activity 3. Selection of Investment Project. In coordination with the PDWG, the consultant will lead the identification of at least 1 investment/project proposal for each cluster in the two provinces.  Initially, the consultant will engage the PDWG to prioritize and select one (1) investment project proposal from the list of investment project ideas from each “Cluster Climate Resilient Green Growth Strategy”. In doing this, the consultant is expected to formulate firstly the Investment Project Prioritization Criteria together with the PDWG to objectively identify the investment that will be the subject of the project preparation exercise. The said criteria will be developed taking into account considerations that will enhance the climate resilience and promote green growth in each cluster while also considering their inherent growth challenges and opportunities. It is estimated that there will be a total of ten (10) investment projects that will be identified. Related to this task, the consultant will utilize basic project identification and selection tools such as Problem Tree Analysis, Objective Tree Analysis, and Logical Framework Analysis, among others. Expected Output: a.) Project Prioritization Criteria; b.) 1 Project selected per Cluster

 

Activity 4. Project Proposal Preparation.  The consultant will lead the preparation of project proposal for the priority project identified per cluster. In undertaking this activity, the consultant will ensure that the basic standards for project development (i.e. financial-economic analyses, technical analysis, and institutional-social-environmental analyses) are observed considering the requirements of financing windows that could potentially be the source of project funding. Hence, at the onset the consultant will explore and familiarize with the available financing windows and prepare an Inventory of Financing Requirements by each funding facility. The consultant will submit an Investment Project Proposal Outline for discussion and agreement by GGGI and the concerned provinces/municipalities prior to initiating the project preparation exercises. He/she is expected to employ the necessary tools to secure and process supporting data and organize consultations with the concerned stakeholders in preparing the Draft Investment Project Proposals together with the PDWG. Once said draft proposals are developed, the consultant will present these to the provinces/municipalities comprising each cluster for inputs and validation. Based on the result and inputs from the presentation/consultations, the consultant will prepare the Final Investment Project Proposals for approval by the concerned municipalities/provinces. Afterwards, the consultant will provide the necessary assistance to match the approved investment project proposal with possible financing windows. Expected Outputs: a.) Inventory of application and processing requirements of available financing windows; b.) Investment Project Proposal per Cluster; c.) Financing Identified Per Investment Project Proposal

 

Activity 5. Assignment Completion Report. Upon conclusion of the assignment and submission of the concerned outputs, the consultant will prepare an Assignment Completion Report to present how the objectives of the Terms of Reference have been satisfied.

 

Output/Reporting Requirements/Deliverables:

 

The consultant will report and coordinate with the CRGG Project Lead in undertaking this assignment. He is expected to conduct field activities in Palawan and Oriental Mindoro and perform deskwork in Manila. Qualifications/Experience/Expertise:

 

The consultant must demonstrate the following minimum requirements:

 

Ÿ Degree in Project Evaluation, Economics, Development Administration, Strategic Planning or other relevant academic discipline related to the assignment;

Ÿ Minimum 7 years of relevant professional experience in project development and project evaluation and local development planning;

Ÿ Demonstrated experience in working with local government units in strategic planning, investment identification and development, and local development financing;

Ÿ Proficient in policy, organizational and institutional analyses and able to lead and facilitate multi-stakeholder discussions at various levels of the organization including policy makers and operational units;

Ÿ Knowledgeable about climate change issues and green growth concepts and approaches in the context of local and global scenarios;

Ÿ Strong knowledge of the development challenges and directions of the Philippines as well as Government plans and policies relevant to the assignment;

Ÿ Operational knowledge of local government functions, development challenges and trends;

Ÿ Ability and experience to build and maintain positive relationships with key stakeholders including Government entities and other development partners;

Ÿ  Maturity in a time-sensitive environment, and meet deadlines with strong attention to details; and

Ÿ  Excellent English presentation, writing, communication and networking skills.
