Context:

Under the overall supervision of the Chief of Mission (COM) in Libya, the direct supervision of the Senior Programme Coordinator, and in coordination with relevant department heads, project managers, and units at HQs and the Regional Office (RO) in Cairo, the successful candidate will be responsible for the implementation, oversight and management of the migration health programme within Libya.

Core Functions / Responsibilities:

1. Organize, oversee and implement the Migration Health Division (MHD) Programme in Libya, including Migration Health Assessments and Travel Health Assistance (H1), Migration Health Promotion and Assistance for Migrants (H2) and Migration Health Assistance for Crisis-Affected Populations (H3) programmes, in coordination with the HQ/Regional Migration Health Specialists and IOM partners in Libya.

2.Ensure the MHD programme fulfill the technical requirements of the donors and IOM health guidelines including supervision and standardization of all aspects of the programme including

but not limited to: fraud prevention, applicant registration, quality radiological services, HIV/AIDS, tuberculosis (TB) investigation and referral for treatment and issuance of certificates. The H1 programme includes but are not limited to logistic preparation for screening, handling Page 1 / 4and safekeeping of individual medical files, collection of bio-data and medical history, ensuring identity checks of the applicants, ensuring accuracy of diagnostic procedures, reference and follow up of cases, issuance of certificates, maintaining confidentiality of information throughout the screening process and preparation of reports and statistics.

3. Supervise clinical and non-clinical IOM Migration Health staff and implementing partners to ensure continuous provision of quality migration health services to migrants.

4. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOM’s migration health work and responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with United Nations (UN) agencies and Ministry of Health to identify project development opportunities.

5. Participate in liaison with the Libya Government’s Ministry of Health to promote migrant inclusive health policies, migrant sensitive service delivery, and migrant inclusive disease surveillance.

6. Propose, oversee and organize training for staff and implementing partners as agreed with the management and deemed necessary/requested by the implementing partners and staff. Train IOM migration health staff on all relevant technical instructions on migration health assessments and pre-departure medical screaming.

7. Monitor and analyze the health projects’ process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of evaluation protocols.

8. Actively contribute to regional migration health related programme analysis and presentations by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the Migration Health Assessment sector.

9. Provide periodic technical updates of all IOM Libya health activities and documentation/ dissemination of best practice materials in close coordination with the IOM Libya Chief of Mission, Regional Migration Health Specialist in Cairo and MHD at HQ.

10. Monitor the budgets and propose corrective measures in coordination with the mission’s Resource Management Officer, COM and Senior Programme Coordinator.

11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution plus master’s degree in Public Health or related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience Experience

• Experience in clinical and occupational health, including in the context of travel as well as the promotion of physical and mental health;

Page 2 / 4• Experience in managing a large scale health programme in crisis context; • Experience in managing migration health programme an asset;

• Experience in administering medical evacuations;

• At least three years of continuous clinical experience;

• At least one year of progressive work experience in TB programs, migration health, Communication Disease control among refugees and migrants in an international organization, UN agency or hospital; health sector experience in Middle east.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage

*The position is based in Tunis with possible relocation to Libya.

Internationally recruited professional staff are required to be mobile.
