Looking for International Consultant to provide technical assistance to the Federal/ State Ministry of Health, Ministry of Water Resources, Electricity and Irrigation (represented by DWSU) and UNICEF WASH section to develop a national roadmap for the elimination of open defecation in Sudan by 2021. The consultancy will also include supporting all the states in the country to develop roadmap based on agreed template.

Purpose of the Assignment

The main purpose of this consultancy is to provide technical assistance to the Federal/ State Ministry of Health, Ministry of Water Resources, Electricity and Irrigation (represented by DWSU) and UNICEF WASH section to develop a national roadmap for the elimination of open defecation in Sudan by 2021. The consultancy will also include supporting all the states in the country to develop roadmap based on agreed template. 

Assignment Tasks

 Under the overall guidance of UNICEF Chief of WASH Section and in close co- ordination with the WASH Manager on Sanitation and Hygiene  the key assignments for this consultancy will be carried out in three phases as indicated below; 

Phase one (three Weeks) -homebased

  • Conduct desk review of all relevant documents on WASH programme implementation in the country with focus on those related to Sanitation and Hygiene delivery such as existing approved, Sudan National Sanitation and Hygiene Strategic Framework and draft National Water and Sanitation policies; UNICEF Annual WASH programme reports; State strategic plan (Sanitation part, at least two States) WASH Programme donor report; WASH programme monitoring and evaluation reports; CLTS Case Studies and assessment reports; KAP reports, UNICEF Global WASH Strategy, UNICEF’s game plan to end open defecation 2018 -2021.

      Phase two (three Weeks) – Khartoum

  • Hold consultations and meetings with all relevant national/ State level stakeholders including donors and NGOs to obtain information on sanitation and hygiene development with emphasis on strategies being adopted by each stakeholder, roles and responsibilities, funding mechanism, coordination and resource mobilization.
  • Based on the desk reviews and meetings with all relevant national/ State level stakeholders; revise the first draft of the national roadmap for elimination of open defecation in the country. This  should contain the most appropriate and practical strategies for scaling up sanitation and hygiene approaches, budget, funding mechanisms, institutional roles and responsibilities towards achieving the set ODF target for the country as well as monitoring and evaluation framework.

  •  

     Present the first draft of national roadmap and generic template for development of state specific roadmap at a national consultative workshop for inputs from relevant stakeholders.

  •  Share the generic template with all the states for development of state specific roadmap. Each state is expected to use the template for development of specific roadmap. 

 Phase three (two Weeks) –homebased

  • Based on the consultative workshop and information collected in Khartoum/ State review the draft national roadmaps with a view of producing second drafts.
  • Share the second draft of national roadmaps with National Sanitation Coordinator, the technical committee and UNICEF for review and comment within one week.
  • Based on the inputs received, revise and finalize national roadmaps.  
  • Submit the final copy of national roadmaps and final consultancy report to UNICEF.

Expected Deliverables

The expected outputs of the consultancy should include;

  • National Roadmap for elimination of open defecation in Sudan developed;
  • National workshop reports prepared and submitted.
  • Final Consultancy Report prepared and submitted   

Time Frame & Work plan

The duration for the consultancy is from August 1 to 7, October, 2017.  One week is required to revise and provide comment after the submission of second draft of national roadmaps to National Sanitation Coordinator, the technical committee and UNICEF.

Based on the consultative workshop and information collected in Khartoum review the draft national roadmaps with a view of producing second drafts.

Share the second draft of national roadmaps with National Sanitation Coordinator, the technical committee and UNICEF for review and comment within one week

Based on the inputs received, revise and finalize national roadmaps

Submit the final copy of national roadmaps and final consultancy report to UNICEF

 Qualifications of Successful Candidate

Education

Advanced university degree in Social Sciences, Public Health, Civil Engineering, Economics or a related technical field

Years of relevant experience

  • At least 10 years of relevant international experience in   sanitation and hygiene, programme planning and design; implementation and management; with emphasis on Sanitation and Hygiene development preferably in Africa.
  • Capacity for multidisciplinary analysis on policy, strategic planning, resource mobilization and capacity building.
  • Have previous experience in developing national polices/ strategies/ and ODF road map.
  • Willingness to be a part of, and closely work with a government personnel/staff and institutions.
  • Proven analytical and planning skills and ability to think strategically.
  •  Excellent writing and reporting skills and good spoken English;
  • Diplomacy and negotiating skills.
  • Good communication skills and ability to work well in a team.
  • Previous work experience with UNICEF and in Africa/ would be an added advantage.
