The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Field Office Coordinator is to coordinate the support functions at an Area Office and take on delegate responsibility from the Area Manager on support functions. The following is a brief description of the role.

Job description

  • Line management for support staff such as Finance, HR & Admin and Logistics/ICT.
  • Member of the Area Management Group.
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
  • Provide input on operational support to Area Plan of Action, and to coordinate and align operational support with programme plans at Area level.
  • Responsible for ensuring quality support to project implementation.
  • Facilitate Area Support Budget, area level budgets, including support cost.
  • Responsible for Implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance).
  • Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance).
  • Supports the Area Manager in management and coordination of the area office, deputizing for Area Manager when necessary.
  • Responsible for overall operations managements in the Specific Area Office(s). This includes management of logistics, HR, admin & IT. As and when the Area Manager is not on base to manage other departments.
  • Direct line management of Support Officers (and when necessary Program staff), ensuring capacity building is provided to all Area projects staff ( e.g. identification of training needs, development of individual work and development plan, etc.).
  • Provide inputs to the Area strategy, design and needs assessment of the programme. Together with the Area Manager, contribute to the development of new proposals and concept note for the area programme. Continuously assess the context and make recommendations to the AM to adapt the programme and team composition as required by the context.
  • Coordinate area program implementation as per Area Programme Strategy and objectives, proposals & budgets; together with AM formulating detailed implementation plans, risk management plans, spend plans and project cash forecast. When necessary, flag up anomalies to Area Manager and country management team. Develop, implement and monitor corrective action plans in coordination with Area SMT as required.
  • Ensure adherence to NRC policies and donor requirements; which includes optimal use of resources within allocated projects budget; working with Area SMT to ensure financial, security and reputational risks are kept to a minimum.
  • Manage the monitoring, evaluation, accountability and learning systems and processes, ensuring staff are clear on what is required, that quality is maintained as per agreed standards, lessons learnt are documented and applied for current and future projects.
  • Lead and ensure the mainstreaming of cross cutting issue (.e.g. gender issues, protection, right based approach, advocacy etc.) across the different area projects.
  • Conduct regular monitoring visits to project sites to meet the beneficiaries for necessary verification the reported progress.

Qualifications

  • Relevant university degree or higher education, preferably in international relations and/or development, social sciences or management.
  • At least 5 years’ experience in planning, coordination, and management of multi-sector programme with international NGOs in a humanitarian setting. Preferably experience in finance, logs & HR.
  • A proven record of effective and complex management including managing project cycle management and staff. This includes excellent people management skills, with a good understanding of programme cycle, team development and proven financial management skills.
  • Security management experience – with the ability to analyse threat and vulnerability and put in place mitigation measures.

  • Excellent interpersonal and communication skills (written and verbal English and Arabic skills) and the ability to write clear, concise reports.
  • Knowledge of donor contract regulations, particularly DFID, ECHO, SIDA, NMFA and OCHA is an added advantage.
  • Proven evidence of leadership skills including challenging, motivating and developing a team through periods of change.
  • Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience.
  • Good understanding of humanitarian coordination mechanism.
  • Commitment to NRCs overall aims, policies and values with experience of promoting gender equity, diversity and the interests of marginalised people in all aspects of NRC’s work.
  • Ability to travel in all Governorates, working flexibly and willingness to learn.
