The Associate Project Manager / Analyst will carry out his/her tasks within DFS/ICTD.  Under the overall supervision of UNOPS DFS Senior Programme Manager, the incumbent will work under the guidance of Information Systems Coordinator at United Nation Support Based in Valencia (UNSB-V).

Functional Responsibilities

Under the overall supervision of the UNOPS Senior Programme Manager, the incumbent works under the guidance of the Information Systems Coordinator at UNSB-V and is responsible for the following duties:

  • Perform and plan specifications analysis in order to provide clear, traceable and coordinated interpretations of requirements to design and construction
  • Contribute actively in developing, documenting and executing detailed project work plans and schedules
  • Participate in customer sessions to collect, analyze, validate and document business requirements, processes, business rules and workflows
  • Assist in the evaluation and solution of potential project risks
  • Identify trendsetter ideas by researching industry and related events, publications, and announcements; tracking individual contributors and their accomplishments
  • Research and recommend solutions to design issues and assist in the preparation of change requests to resolve design issues
  • Conduct quality control activities in accordance with the quality management plan, using specified control measures and tests
  • Attend project coordination and stakeholders meetings as required
  • Assist in monitoring and measurement of project progress and in project documentation as required by project methodology and processes
  • Locate and/or propos potential business needs by contacting potential partners; discovering and exploring opportunities
  • Translate business requirements into technical and functional requirements
  • Protect the organization's value by keeping information confidential
  • Perform other duties as required

Competencies

Professionalism: Strong theoretical background and knowledge of complex and multi-tier IT project and information management. Strong conceptual and analytical skills and demonstrated problem solving abilities required. Problem solving skills is critical to analyze and create proper responses and provide solutions quickly to clients. Ability to engage in multiple projects Develop approaches to resolve a wide range of issues/problems. Individual should be detail-oriented, creative, inquisitive, committed,  self-motivated and able to maintain a very high level of confidentiality regarding the projects being conducted. Negotiation and persuasion skills to engage stakeholders in providing optimum results is desirable.

Client Orientation: Ability to identify and analyze client needs and extract, interpret and format information using technological solutions appropriate to the business needs.

Communications: Excellent communication (spoken and written) skills, including the ability to convey complex technical concepts both orally and in writing, in a clear, concise manner.

Planning & Organizing: Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines.

Teamwork: Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.


Education/Experience/Language requirements

Education:

  • Advanced University degree (Master’s degree or equivalent) in information technology, computer science or in a field related to the post description.
  • A first level university degree (Bachelor's degree} with a combination of relevant academic qualifications and experience in information and communications technology may be accepted in lieu of an advanced university degree.
Work Experience: 
    • A minimum of 2 years of professional experience in project management and/or business analysis, preferably in an international environment and on cross functional projects with diverse personnel.
    • Proven track of applying structured project management methodologies for delivery of complex IT and business projects is required.
    • Intermediate understanding of portfolio and/or business development and good understanding of latest business and technology trends is desirable.
    • Advance knowledge of Project Management tools and methodologies and other business analysis tools is required.
    • Understanding of statistical and analytic processes.
    • Excellent communications and presentation skills is required.

Certifications:

  • Experience with governance and system management frameworks such as ITIL, PRINCE2 and/or PMI is desirable.
Language: 
  • English and French are the working languages of the UN Secretariat. For this job opening, fluency in English (both oral and written) is required; knowledge of another UN official language is desirable.
