In an effort to foster sustainable partnerships for Bolivian children, as well as to maintain transparency and accountability to our donors, partners and, most importantly, the populations served by support through our country programme, UNICEF Bolivia will work with an international consultant to gather appropriate research, conduct interviews, produce audio-visual material and create a readable communication product to highlight the work of UNICEF and partners in leveraging resources for children and women in the country. This kit needs to be highly visual and innovative to be used in different platforms for both private and public audiences.

UNICEF Bolivia is preparing a new Country Programme Document (CPD) for the period 2018-2022 with the Government of the Plurinational State of Bolivia (GoB) and in close collaboration with strategic partners at both national and subnational levels, including civil society organisations (CSOs), donors and the private sector. Based on an analysis of the current situation of children in Bolivia, this CPD will adopt a new strategic focus. The overarching goal is to support the GoB to narrow inequality gaps, with special consideration of indigenous peoples, and to position children and adolescents as a cornerstone to Bolivia’s sustainable development.

The proposed structure for the CP consists of four Outcomes, as illustrated in Figure 1. The first Outcome focuses on supporting the GoB in scaling up integrated early childhood development, promoting a holistic and cross-sectoral approach to programing. Outcome two focuses on the quality of education, learning and secondary school retention for boys and girls. This outcome also addresses cross-sectoral issues such as violence against children; Water, Sanitation and Hygiene (WASH) in schools; and climate change adaptation. Outcomes three and four are cross-sectoral by essence, combining mainstreamed and targeted approaches. As a result, they support the achievement of a range of results under the other Outcomes, but also contribute to the CP with their targeted strategies and results within their specific Outcome areas. Outcome three focuses on prevention and response to VAC, and, outcome four is centred on social inclusion and governance to position children at the core of the development agenda. Together, the four have a combined impact on furthering the achievement of child rights in the country, linking downstream interventions with upstream policy dialogue.

In order to support the achievement of the new country programme’s results and as part of the fundraising efforts, the country office will develop an innovative communication package/kit on UNICEF’s work in Bolivia and is looking for an international consultant to manage this project. The kit will developed in English and translated into Spanish.

Purpose of the Assignment

This kit needs to be highly visual and innovative to be used in different platforms for both private and public audiences.

Assignment Tasks

The international multimedia producer/journalist will responsible for conceptualizing, writing, making the the graphic design and providing a highly visual and innovative communication product for the new UNICEF Bolivia 2018 – 2022. The product will include the following elements:

  1. One non-technical “easy to use” text produced on the new country programme;
  2. Infographics demonstrating the situation of children in the country linked to the programme results;
  3. Four feature stories (maximum 500 words each) on the country programme priorities;   
  4. Three short videos (maximum 3 minutes each) on the country programme – one on each programme component and one generic on the country programme;
  5. A photo catalogue with high quality photos on the programme priorities;
  6. In addition, during the mission to Bolivia the consultant will facilitate a half day communication/ writing workshop with staff.  

The consultancy will result in materials that highlight the personal experiences of children and parents in the targeted communities, their way of life and the health context in their communities. In addition the materials will highlight the importance of UNICEF’s support.

The consultancy will combine field mission with work from distance. The duration of the field mission in Bolivia will be four full working weeks, including two days for international travel, and is expected to take place in September. The contract will cover the period from mid-August to mid-December, however, the consultant will be requested to submit a proposal for the completion of the products (number of days, timeline and financial proposal).

To ensure efficient collection of materials, UNICEF will prepare the visit in advance by identifying children and adults to interview at each site and informing the consultant of the stories as soon as possible after signature of contract to help him/her prepare. Background documents will also be prepared beforehand to facilitate the work.

The consultant is expected to develop the methodology and work plan for the various stages of the consultancy in coordination with the Deputy Representative and the Communication team.

The product is expected in English and will later be translated into Spanish.

The contract of this assignment will be for six months (August to December), however, for a total of around 70 working days, including four weeks in-country mission in Bolivia and two travel days. The consultant will be requested to submit a proposal for the implementation of this assignment (the number of days needed to finalize each product, timeline and financial proposal).

 

 

Qualifications of Successful Candidate

Education

  • Bachelor degree in social sciences. Studies in social communication and journalism at master level will be an asset.
  • Proven track record producing documents available to readers of different profiles, particularly in the areas of advocacy and mobilization of partnerships.
  • Track record of creation of audio-visual material (videos and photos) and layout and design.
  • Strong background in communication; ability to communicate well with beneficiaries to bring out their stories.
  • Strong command of spoken and written English.
  • Demonstrated experience working for UNICEF in similar assignments.
  • Results-oriented and able to work within tight deadlines.
  • Demonstrated creativity, flexibility and initiative.

The writer/journalist is responsible for supplying all equipment necessary to carry out the task.

Multimedia producer/ journalist with ten to 15 years of working experience including as a writer and journalist
