Context:

Under the overall supervision of the Chief of Mission and Representative to AU, ECA and IGAD and direct supervision of the Deputy Chief of Mission and overall coordination with the Mission’s Head of Programmes, with the support of the Resource Management Unit (RMU) in the Mission, the successful candidate will be responsible for ensuring effective implementation of IOM project activities, providing advice to the Chief of Mission and other colleagues concerned on issues relating to IOM work including potential project opportunities, and representing IOM in local coordination mechanisms and meetings in Jijiga of Ethiopia.

Core Functions / Responsibilities:

1. Develop and maintain strong relationships with the Regional Government and program partners such as the regional Disaster Prevention and Preparedness Bureau (DPPB), Administration for Refugee-Returnee Affairs (ARRA), United Nations High Commissioner for Refugees (UNHCR), United States Bureau of Population, Refugees and Migration (BPRM), Church World Service (CWS) and other agencies concerned, with the objective of promoting IOM interest and smoothly implementing project activities including the US Refugee Admission Program related activities.

2. In close coordination with the Resources Management Unit in the Mission, oversee the

Page 1 / 4administrative functions of the Sub-Office including but not limited to: a) Managing the Sub-Office and supervising staff and ensuring IOM rules and regulations are respected and internal control measures in place to prevent any violations of IOM rules and regulations;

b) Monitoring and supervising the financial expenditures of the office; c) Ensuring payments and managing funds in compliance with relevant IOM policies and procedures.

3. Provide logistical backstopping for CWS and US Citizenship Immigration Service (USCIS) missions to Jijiga and Dire Dawa and coordinate hotel reservations, work space and security issues for the refugee resettlement related missions.

4. Supervise all arrangements and operations in Jijiga and Dire Dawa for medical processing of USRAP caseload. Ensure timely departures of refugees from the region for resettlement related purpose and work closely with transport service providers to guarantee safety and proper escorting of all convoys whenever required.

5. Be responsible to plan, lead and coordinate project activities and provide periodic and timely reporting on issues of importance to the Chief of Mission and other colleagues concerned in Addis Ababa including those in the Operations Unit and Emergency Post Crisis Unit (EPC). 6. Supervise the procurement and logistic work in the Sub-Office, including contracts with suppliers of goods and services. Work closely with the procurement and finance teams in Addis Ababa to ensure proper utilization of IOM resources.

7. Be responsible for reviewing and checking the bills and invoices from IOM contractors prior to payment by IOM. Negotiate with service providers to ensure cost-effective, convenient and safe transportation of refugees when carrying out IOM organized transportation activities. Coordinate with MHU in Addis Ababa for smooth operation of the newly established Medical Clinic (under USRAP) in Jijiga.

8. Follow up the developments of migration situations in the region and advise the Chief of Mission and other colleagues concerned in IOM Addis Ababa on project opportunities and project development for the region.

9. Supervise and coordinate the implementation of non –resettlement projects in close coordination with respective program managers.

10. Support and assist fund –raising strategies; develop and maintain donor contacts at local level.

11. Represent IOM at inter-agency or other relevant meetings in the region including meetings with local Government authorities, technical working group meetings and refugee task force meetings.

12. Receive and brief visitors from IOM donors or partners on IOM activities. 13. Act as the security focal point for IOM staff in Jijiga and promote implementing IOM security requirements and UN MOSS / MORSS in the Sub-Office while maintain regular participation in the Areas Security Management Team (ASMT), and keep close coordination with UNDSS for addressing security concerns wherever needed.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

• Master’s degree in Management, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in movement operations working with transport providers, governmental and diplomatic bodies, as well as with international organizations;

• Experience conducting United States Refugee Admissions Programme (USRAP) resettlement activities is an advantage as is previous participation in Movement Management Department (MMD) training sessions;

• In-depth knowledge of resettlement operations;

• Knowledge or working experience in the region in related area of responsibility; • Good knowledge of project management and implementation.

Languages

Fluency in English is required. Working knowledge of Somali and/or Amharic is an advantage. Desirable Competencies:
