The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Access challenges are identified as the main impediment to the delivery of humanitarian assistance in the Syrian Arab Republic (Syria), in particular to the most vulnerable segments of the population (OCHA Humanitarian Response Plan, 2017). Despite repeated resolutions of the UN Security Council (UNSC) demanding and reiterating "that all parties, in particular the Syrian authorities, promptly allow rapid, safe and unhindered humanitarian access for UN humanitarian agencies and their implementing partners, including across conflict lines and across borders", accessing people in need of humanitarian assistance inside Syria remains extremely challenging and unpredictable.

This consultant position will strengthen NRC understanding of the current implementation of UNSC resolution 2332 and identify current challenges revolving around cross-line and cross-border access and to inform its high-level advocacy ahead of the renewal of the UNSC resolution in January 2018. Findings will be used to develop a private briefing note to buttress NRC’s advocacy efforts and will be shared with key targets and decision-makers. The Consultant is expected to travel regionally. The consultancy will last for a maximum of 25 days over months of August, September and October, including desk review, interviews and travels and drafting and finalization of the deliverables.
