Context:

Under the direct supervision of the Chief of Mission (COM) in Yangon and in coordination with the Senior Regional Thematic Specialist for Migrant Assistance and the Senior Regional Labour Migration/ Migration and Development Specialist at the Regional Office for Asia and the Pacific (ROAP) in Bangkok as well as relevant units within IOM Headquarters, the successful candidate will be responsible for the operational management, technical supervision and effective coordination of Migrant Protection programme in Myanmar, covering Assisted Voluntary Return and Reintegration (AVRR), Counter-trafficking, Immigration and Border Management, and other related migration projects and activities.

Core Functions / Responsibilities:

1. Develop, prepare, implement and provide oversight of projects and programmes in the field of Migrant Protection (covering AVRR, Counter-trafficking, Immigration and Border Management, and Labour Migration), ensuring that they are:

a) consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies;

Page 1 / 4b) coherent, relevant, and feasible, and take into account good practices in the area of migrant protection;

c) developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs); d) Effectively coordinated with implementing partners and other relevant stakeholders; and, e) regularly monitored by developing monitoring tools as necessary to ensure effective implementation of activities.

2. Facilitate the development and submission of new project proposals and fundraising opportunities in the field of Migrant Protection relevant to Myanmar by leading technical and project development initiatives in line with the MAD, LHD, IBM and IOM Myanmar’s strategic objectives.

3. Prepare and ensure timely and quality preparation and submissions of project reports according to IOM and donor formats as required. Prepare regular updates, programme summaries, press releases and other relevant information materials and statistics, according to the specific project needs.

4. Monitor and be responsible for the administration of multiple budgets and financial status of migrant protection projects and propose corrective measures in coordination with the mission’s Resource Management Officer (RMO) and COM, as well as relevant units at the ROAP; and ensure timely and accurate donor reporting in coordination with the RMO.

5. Supervise and mentor project staff; conduct performance appraisal of the staff using the IOM Staff Evaluation System (SES); and actively identify and promote training needs of the staff. 6. Effectively engage with the Myanmar Government both at the national and local levels, in particular with the Ministry of Social Welfare, Relief and Resettlement (MOSWRR) and Ministry of Labour, Employment, and Social Security (MOLES) authorities, Ministry of Immigration and Population (MOIP), and the Myanmar’s Central Body for the Suppression of Trafficking in Persons (CB-TIP); and provide policy advice and technical assistance to relevant Government departments in line with national policies and/ or regional strategies.

7. Establish and maintain strong partnerships with relevant units within IOM Myanmar, government entities, donors, civil society and faith-based actors, UN agencies and other stakeholders.

8. Support with the implementation of AVRR activities related to Myanmar in close coordination with the COM and relevant units within IOM Myanmar and the ROAP.

9. Actively contribute to programme analysis and presentations by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the field of Migrant Protection; and regularly share national and cross-border trends and developments with the regional thematic specialists at ROAP and other relevant colleagues as appropriate. 10. Facilitate close collaboration with IOM's other service areas in the country, including Migration Health, Migrant Governance, and Emergency, Post Crisis, and Response, in order to integrate and mainstream migrant protection into project proposals, tools and strategies where relevant and possible.

11. Represent IOM in various forums and thematic groups relating to Migrant Protection at national level and other relevant fora as required, including the Human Trafficking Working Group (HTWG).

Required Qualifications and Experience:

Education

• Master's degree in Political or Social Sciences, Migration Studies, International Relations and or Law or a related field preferably from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in project implementation and management, project design, preferably in the field of protection of vulnerable migrants, IBM and/or labour migration;

• Experience in liaising with Government authorities, other national/international institutions and donors (preferably, J/TIP, PRM, DRL, and CBSA);

• Experience in liaising and working with NGOs, civil society organizations and UN agencies; • Experience in migrant rights and vulnerability, trafficking in persons, and voluntary return and reintegration; counter migrant smuggling and border management;

• Knowledge of project monitoring and evaluation;

• Working experience in the Greater Mekong Sub-region an advantage.

Languages

Fluency in English is required. Working knowledge of Myanmar is an advantage.
