The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is currently looking for Shelter Technical Officer (Civil Engineer) in our office in Severodonetsk.

Job description

  • Ensure compliance with NRC policies, guidelines and standards.
  • Ensure compliance with Shelter strategy, tools, handbooks, guidelines and standards.
  • Shelter specific technical responsibility for implementation of technical activities of Shelter project(s).
  • Shelter specific technical responsibility for tracking of financial expenditures for technical activities of Shelter project(s).
  • Shelter specific technical responsibility for the quality control and monitoring of project activities.
  • Shelter specific technical responsibility for project documentation of technical activities of Shelter project(s).
  • Provide specific technical support and capacity building towards project staff.
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums.
  • Assess, promote and document ideas for technical improvement and further program development options.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
  • IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contractors.
  • Provide technical support to contractors and beneficiaries, supervise construction works, and ensure that quality is according to technical specifications.
  • Prepare weekly, monthly and quarterly implementation plans.
  • Coordinate with humanitarian actors and other relevant partners.
  • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
  • Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required.
  • Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities.
  • Ensure that shelter projects are implemented in a timely manner and according to strategies, proposals, budgets and plans.

Qualifications

  • 3 years' experience from working as a Structural or Civil Engineer.
  • Previous experience from working in complex and volatile contexts.
  • Experience from working as a Shelter Officer in a humanitarian/recovery context, including provision of water and sanitation facilities.
  • Higher education, within architecture or structural engineering or related field of study.
  • Documented results related to the position's responsibilities.
  • Fluency in English, both written and verbal is highly desired.
  • Knowledge of computer programs: MS Word, MS Excel, MS Project, AutoCAD is an advantage.
  • Knowledge of Russian and Ukrainian.
  • Excellent time management skills and ability to perform under tight deadlines.
  • Understanding and experience of crisis contexts and working in complex emergencies.
