The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. NRC Thessaloniki is now looking forward to cover the position of Procurement Officer to respond to the humanitarian needs.

Job description

• Ensure adherence with NRC policies, tools, handbooks and guidelines
• Implement delegated Logistics portfolio according to plan of action
• Prepare and develop status reports as required by management
• Ensure proper filing of documents
• Promote and share ideas for improvement of the support function
• Process purchase requisitions/orders
• Invite assess, and award/recommend supplier tenders, bids, quotations, and proposals
• Establish and negotiate contract terms and conditions, and maintain supplier relationships
• Prepare and maintain purchasing records, reports and price lists
• Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
• Assist in the development of specifications for equipment, materials, and services to be purchased
• Administer contract performance, including delivery, receipt, warranty, damages and insurance

Qualifications

• Experience from working in a humanitarian/recovery context
• Experience working in related field
• Documented results related to the position’s responsibilities
• Good knowledge of English, both written and verbal
• Fluency in Greek, both written and verbal
• University Degree in related field
• Good working knowledge of office platforms especially Excel
