Under the guidance of the Regional WASH Advisor, the candidate will be responsible for four key outputs: - Output 1. Support the implementation of the UNICEF WCAR Sanitation/ CATS programming. - Output 2. Provide technical assistance to priority countries for Sanitation/ CATS programming. - Output 3. Support AMCOW to coordinate the AfricaSan International Task Force, and the monitoring and reporting on the N’Gor commitments for sanitation and hygiene. - Output 4. Produce knowledge products to support sanitation capacity building and learning at Country Office level.

Purpose of the Assignment

Under the guidance of the Regional WASH Advisor, the candidate will be responsible for four key outputs:

  • Output 1. Support the implementation of the UNICEF WCAR Sanitation/ CATS programming.
  • Output 2. Provide technical assistance to priority countries for Sanitation/ CATS programming.
  • Output 3. Support AMCOW to coordinate the AfricaSan International Task Force, and the monitoring and reporting on the N’Gor commitments for sanitation and hygiene.
  • Output 4. Produce knowledge products to support sanitation capacity building and learning at Country Office level.

Assignment Tasks

The Sanitation and Hygiene Expert will be responsible for the following:

 Output 1. Support the coordination and implementation of the UNICEF WCAR Sanitation/ CATS programming

  • Conduct a webinar on the regional operational guidance and UNICEF Sanitation Game Plan and latest development of the CATS global meeting;
  • Review and provide comments on sanitation and hygiene components of WCAR country documents (CPD, Sitan, and strategic note etc.), evaluations and reviews, donors report and proposals;
  • Provide remote technical assistance support to WCAR countries for sanitation program implementation and review;
  • Prepare technical content for regional support the organization of regional events such (WASHNet meeting and DGIS/DFID Annual Joint Programme review).

     Output 2. Provide technical assistance to priority two countries for Sanitation/ CATS programming (Chad, Guinea).

  • Conduct an in-country mission to review progress on sanitation and hygiene programming;
    • Conduct a field visit to assess the programme and identify implementation bottlenecks (e.g CRAP tool or other);
    • Formulate joint recommendations on corrective measures
    • Support the country team to prepare an action plan for implementation of recommendations
  • Provide remote support to countries to prepare the mission and review progress on the implementation of the recommendations/action plan;
  • Collaborate with the CLTS Foundation to implement national rural sanitation assessment.

     Output 3. Support AMCOW to coordinate the AfricaSan International Task Force, and the monitoring and reporting on the N’Gor commitments for sanitation and hygiene

  • Provide technical assistance to AMCOW to coordinate AfricaSan international task force and its sub-committees;
  • Participate in AfricaSan Task Force Monitoring and Rural sanitation sub-committees;
  • Support the preparation, organization of meetings on accelerating sanitation in Africa (eg. Subregional meetings);
  • Provide guidance for UNICEF staff on the N’Gor declaration monitoring process and country level facilitation.

     Output 4: Produce knowledge products on sanitation and hygiene best practices to contribute to sector learning and build UNICEF Country Offices Sanitation capacities

Qualifications of Successful Candidate

Education

  • An advance degree in water and sanitation field, public health or related field;

Years of relevant experience

  • At least 12 years’ experience of which half conducting sanitation or hygiene promotion program in several countries at local, national and regional level;
  • Have developed or participated in the development of reference materials about sanitation and hygiene: operational guidance, national plans, strategies;
  • Have worked in several countries providing technical assistance to government and partners on sanitation programming- experience in West & Central Africa is preferable;
  • Prior experience providing technical assistance to continental and regional bodies (e.g. AMCOW, ECCAS, ECOWAS) is desirable;
  • Have contributed to the organization of international capacity building, knowledge management events in the area of sanitation is an advantage;
  • Fluent in English and French.
