Closing Date : 03 August 2017 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Nature of the Consultancy

The consultant will be in charge of (1) drafting and finalizing the content of a training manual on environment-induced resettlement planning and implementation targeting provincial and local leaders, and (2) delivering a pilot training to the stated audience. The manual shall present practical information and guidance, and advocate for a community-empowerment approach to planning for and implementing environment-induced resettlement programmes at provincial and local level. The manual will draw on findings from IOM’s recent empirical research as well as other existing materials, including, in particular, the 2017 Georgetown University, IOM and UNHCR Toolbox on Planning Relocations to Protect People from Disasters and Environmental Change. The text shall be written in a publishable standard in English in accordance with IOM’s publishing style. The manual will ultimately be translated into Vietnamese by IOM. IOM Project to which the Consultancy is contributing:

“Assessment on environment-induced population resettlement design, planning and implementation and its implication for rural community development”.

Core Functions / Responsibilities:

In close coordination with IOM Project team, the consultant will be responsible for drafting and finalizing the content of the training manual and delivering a pilot training. The scope of work and specific tasks are described as follows:

A. Development of the standard training package

• Review IOM’s relevant materials and conduct additional literature review as necessary in order to define background information that the manual can draw on. IOM’s key materials include i) IOM’s report of an empirical study on households’ decision-making and involvement in the planning and implementation of environment-induced resettlement schemes in a northern

province in Viet Nam; ii) the IOM’s ‘Migration, Environment and Climate Change: Training Manual. Facilitator guide’ and iii) the 2017 Toolbox on Planning Relocations to Protect People from Disasters and Environmental Change jointly developed by Georgetown University, IOM and UNHCR.

Page 1 / 4• Propose an outline for the training manual for IOM’s review and approval. The following key subjects should be covered:

a) The migration – environment and climate change nexus

b) Planned resettlement as an adaptation strategy to environmental events and changes: key lessons learned from the Asia-Pacific region and international guidelines

c) Government-led resettlement schemes in Viet Nam: policies, processes (role of the different agencies at different levels) and current status (ideally current status is to be presented with a map)

d) Three stages of resettlement

- Stage 1: Making the decision that a resettlement scheme is needed

- Stage 2: Preparing and developing the resettlement plan

- Stage 3-1: Implementation: Pending physical resettlement

- Stage 3-2: Implementation: During and following physical resettlement

- Stage 3-3: Implementation: Longer-term following physical resettlement e) Monitoring, evaluation and accountability

i) The findings from the IOM’s empirical studies will be used to shed light on households’ motivation, concerns and decision-making with regard to the different stages of the resettlement process and/or as observations of practical issues to be discussed/reflected on; ii) Community-empowerment approach, gender considerations and protecting the rights of the impacted populations (both the resettled and the host communities), including guidelines on conducting community consultations and obtaining community feedback, should be emphasized throughout the training manual..

- Develop the full training package, including the background information/framework to be presented, suggested questions for discussions, group exercises and hand-outs (including checklists for provincial/local government authorities) for each module. The training manual should be designed to be delivered within a 2-day workshop for 15-25 participants. Pre and post-training evaluation forms should also be developed and delivered as part of the standard training package.

- Incorporate comments and input from IOM.

- Finalize the training package for IOM’s final review and approval.

B. Delivery of the pilot training

• Prepare a PowerPoint presentation of the different topics covered by the training manual for the pilot training for IOM’s review and approval.

• Deliver one pilot training to selected provincial and local authorities upon agreed schedule with IOM (training to be convened in Ha Noi or in a northern province of Viet Nam and facilitated by IOM).

• Submit a report on the pilot training including feedback from participants, evaluation of the training outcome and a detailed training guidance note which incorporates lessons learned/recommendations from the pilot training.

Required Qualifications and Experience:

Education

• Masters or higher degree in a relevant area plus at least 10 years of relevant experience. Experience

• Proven experience in the area of research on migration and climate change, with strong knowledge on human rights, gender and community empowerment;

• Experience in developing capacity building manuals and/or experience in delivering training; • Professional relevant work experience in Viet Nam;

• Good knowledge of the Vietnamese policy context in the relevant area (desirable); • Proven capacity to communicate clearly and effectively with different stakeholders and meet deadlines;

• Knowledge on adult learning theory and hands-on experience in capacity building for government partners is an advantage

Languages

Fluency in English is required. Working knowledge of Vietnamese is an advantage. Note

The maximum budget available for this consultancy is USD 10,000. The consultant will be selected based on the cost-effectiveness of the proposed budget as well as their experience and expertise.
