Context:

Under the direct supervision of the Chief of Mission (COM) in Bamako, Mali and in coordination with relevant units in Headquarters (HQs), Administrative Centers, the Regional Office, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the mission and its sub-offices. Core Functions / Responsibilities:

1. Monitor and oversee the financial management of all activities including the oversight of financial expenditure and accountability; and undertake financial analysis of all activities in Mali and its sub-offices.

2. Prepare donor financial reports in accordance with IOM regulations and established procedures.

3. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.

4. In coordination with project managers prepare programme and budget reports and proposals and review monthly accounts of the mission in Mali.

Page 1 / 45. Supervise the management of the treasury by forecasting cash flows according to activities in the Mali office and its sub-offices and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements.

6. Oversee the budget control process and analyse variances between the budget and actual expenditures based on the donor agreement, especially the one related to EU funded project. 7. Assist the COM and project managers in the preparation of budgets for new projects involving activities of the Mali office.

8. Ensure that project managers comply with general instructions of IOM and relevant permanent instructions for the whole mission, namely in the areas of general administration, finance and human resources.

9. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

10. Assist the COM in managing the Human Resources function and make recommendations on recruitment and personnel administration. Apply internal HR policies, rules and regulations and, in coordination with relevant units in HQs and the Regional Office, make recommendations for resolving difficult or sensitive cases.

11. Supervise and train local staff on IOM's administrative/financial policies and procedures. Undertake regular travel to sub-offices in view to building financial management capacity of Admin/Finance staff in the field.

12. Evaluate monthly financial reports for all projects and take action to resolve anomalies and unusual trends.

13. In coordination with project managers and COM, perform spot checks on service providers/contractors on the financial part of project implementation.

14. Ensure that all administrative and financial procedure related to the EU funded project(s) are followed.

15. In cooperation with the Administrative and Finance department of the mission, scan and prepare all the documentation related to the EU funded project.

16. In cooperation with the COM and the Procurement and Logistics Officer, ensure validity of contracts with suppliers of goods and services as well as relevant administration authorities. 17. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. • Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.

Experience

• Experience in management, humanitarian assistance and complex project implementation; Page 2 / 4• Experience in liaison with governments and international agencies; • Practical experience in IOM or an intergovernmental field-based organization in administrative and financial management, budget monitoring, cash management and internal control procedures;

• Knowledge of finance, procurement and HR procedures and rules;

• Experience in providing direct assistance or definitive hands-on experience with refugees, asylum seekers and other beneficiaries;

• Experience in project implementation, scheduling and deployment of resources; • High level of computer literacy, in particular, experience in computerized accounting systems and software;

• Knowledge of MS Office specifically Excel; knowledge of accounting systems, software and procedures (SAP a distinct advantage);

• Previous work experience in the region an advantage.

Languages

Fluency in English is required. Good working knowledge of French is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
