The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is currently looking for Project Manager for Shelter project in Severodonetsk. Role will be to oversee and report on the implementation of repair and construction activities and the distribution of Non Food Items (NFI) in the government controlled territory of Luhansk Oblast. The various Shelter- and NFI’s programmes support an estimated 2,000 households with an annual budget up to USD 2 million.

Job description

  • Line management of the Project Coordinators for the Shelter- and NFIs teams within an International humanitarian organisation.
  • Adherence to NRC policies, guidance and procedures, and humanitarian principles.
  • Contribute to the development of Country, Area and Shelter strategies and identify opportunities for integrated programming with ICLA, and Food Security & Livelihoods.
  • Coordinate and manage Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular reports on progress, quality and budget spending to the Shelter PDM.
  • Ensure projects and proposals target the most vulnerable beneficiaries, taking cross-cutting theme’s like protection, gender, universal access, HLP etc. into account.
  • Develop and manage the project budgets.
  • Draft concept papers and project proposals for potential donor opportunities.
  • Ensure capacity building of project staff and transmit key knowledge and skills.
  • Liaise and maintain strong external relationships with relevant partners, local authorities, and other key stakeholders, and internally with programs and support services.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Ensure donor grants are properly implemented in accordance with budget, log-frame, planned activities, proposal objectives, time schedule and specific donor requirements.
  • Overseeing the implementing of the Shelter programs as determined by the PDM, ensuring high quality, integrated programming, addressing cross cutting themes and selection of most vulnerable beneficiaries.
  • Monitor and evaluate the project implementation and modality, media coverage and communication with beneficiaries and stakeholders. Propose necessary adjustments to improve program quality and cost efficiency ensuring the successful completion of the project.
  • Develop monthly work plans; provide regular reports including suggestions for new and better ways to assist.
  • Plan and conduct periodic project review meetings to assess progress, if necessary adjust plans, and draw/disseminate lessons learned.
  • Ensure that all project staff are filling and submitting all project related reporting formats on timely basis.
  • Monitor and oversee all budgeted project expenditures.
  • Coordinate with the local authorities, international and local organizations and other stakeholders as needed.

Qualifications

  • At least 5 years of management experience, with responsibility for project implementation, staff management and budget management.
  • Excellent communication, interpersonal and reporting skills, both written and oral.
  • Willingness to work in demanding and stressful situations.
  • Native Russian and Ukrainian speaker.
  • Fluency in spoken and written English.
  • Valid driver’s license.
  • In depth knowledge of the context in Ukraine.
  • Management experience within an international NGO is highly desired .

We offer
