DRC is looking for a highly qualified and experienced programme coordinator for our programme in Democratic Republic of Congo (DR Congo). The ideal candidate will have significant experience in protection, livelihoods and emergency programming in a displacement context and a strong and proven track record in project management including field office management. He/she will have a strong ability to design and raise funds for new programmes, and to ensure high-quality implementation in a context of ongoing insecurity. 
 
Who are we? 
 
The Danish Refugee Council (DRC) has been present in DR Congo since 2009 with its country office in Goma. Current interventions focus on protection and emergency response in the Beni region in North Kivu targeting both internally displaced and host communities. The protection activities include community protection, empowerment of women and youth, and child protection and education. Current donors include ECHO, Swiss Development Cooperation, UNICEF-RRMP and own funding. Presently, the program employs 4 expatriates and 54 local staff. 
 
Overall objective 
 
The Programme coordinator has overall responsibility for design and coordination of implementation of DRC’s projects in the DRC, collaborating closely with the Country director.  
The post holder oversees DRC’s portfolio of projects in DR Congo and leads the development of new program initiatives. He/she will oversee effective project management, and will ensure coordination and synergy across projects, contributing to maximizing the overall impact of DRC’s work in Congo. He/she will take responsibility for sound management of a portfolio of projects (through line management of all Project Managers), by developing cross-program learning and coordination, by providing quality control and support for Monitoring and Evaluation (M&E) and by supporting relationship building and visibility for the program. He/she will play a central role securing funding to expand DRC’s programme in DR Congo, working closely with the Country Manager to lead development of new projects, contribute to the identification of new donors and partners and lead on raising funds. The role entails building effective partnerships with a diversity of stakeholders, from donors and local and international humanitarian partners to local communities and local as well as provincial authorities.  
 
Duties and Responsibilities 
 
Programme management: 
  • Oversee effective implementation, planning, monitoring and reporting of all current project activities in DR Congo; 
  • Ensure coordination, synergy and cross-project learning across DR Congo projects, drawing effectively on learning and technical expertise from across the organization; 
  • Lead the development of new programming initiatives – including leading on fundraising and identification of partners; 
  • Provide quality control and support for strong monitoring and evaluation across the DR Congo program; 
  • Ensure DRC accountability and communication vis-à-vis beneficiaries, in compliance with Core Humanitarian Standards; 
 
Program Strategy and Fundraising 
  • Support development and implementation of protection strategies in the program and their implementation in accordance with DRC mandate; 
  • Support the Country Director in identifying needs for the reorientation of program strategy; 
  • Support development of a DRC partnership strategy, working with the CD, project staff and with HQ technical support 
  • In conformity with DRC programme platforms, lead on development of sector strategies, including a protection strategy and an emergency preparedness and response plan 
  • In coordination with the Country Director, contribute to new program design and writing of proposals. 
  • Coordinate with the Head of Finance and Administration and project staff to ensure project budgets are coherent with programme design  
 
Monitoring and Reporting 
  • Support development and use of tools for monitoring and evaluation (drawing on existing DRC tools); 
  • Ensure that timely and quality project narrative reports are produced by the Project managers and provided to HQ and to donors; 
  • Ensure that DRC grant management policy is respected and used by all relevant project staff 
  • Document programme activities and ensure that lessons are integrated into programme development Ensure DRC programme strategy is aligned with the National Humanitarian plan and relevant donor as well as Government plans 
Staff coaching and supervision 
  • Assess staff capacity and provide/recommend training and coaching to increase technical skills for improved project implementation as necessary. 
  • Supervise and support project managers, including identifying clear deliverables, providing technical coaching as needed and ensuring timely conduct of performance appraisals according to DRC policy; 
  • Support project managers to ensure that projects produce expected results and are implemented to the highest standard and respecting donor requirements; 
  • Support and monitor planning of activities across all areas of DRC operations, through coaching and line management of responsible project managers; 
 
Representation and Coordination 
  • Support the CD in DRC representation, including with local authorities, UN agencies, other INGOs and local organisations and donors; 
  • Cultivate good relations with key humanitarian actors, including UNHCR, INGOs engaged in protection/recovery programming and donors, through regular attendance at technical meetings/clusters  
 
Qualifications 
 
  • Relevant educational background (sociology, social work, psychology, law, human rights); 
  • Minimum 5 years’ experience, from an INGO and/or a UN agency, in humanitarian and/or development programming, covering protection, livelihoods and/or emergency sectors, with gradually higher levels of responsibility; 
  • Strong understanding of protection programming approaches and experience applying these in conflict-affected countries; 
  • Proven experience in program management and project design with good knowledge of a broad range of donors; 
  • Demonstrated capacities in management, leadership, communication, coordination and in working with a multicultural staff; 
  • Experience working in difficult and volatile environments  
  • Strong proven ability to motivate and guide staff working in a complex conflict environment,  
  • Experience from an African context. Previous experience from DR Congo or the Great lakes region is an advantage.  
  • Familiarity with Project Cycle Management within the context of IDP assistance ; 
  • Demonstrated record in collaborating, networking and negotiating with authorities, UN agencies, donors and other NGOs; 
  • Proven solid track record in project design and fundraising; 
  • Excellent writing skills (reporting, proposal writing etc.); 
  • Good analytical, negotiation, advocacy and communication skills; 
  • Ability to work under pressure in a rapidly changing and insecure environment; 
  • Fluency in spoken and written French and  professional proficiency in English

Contract: 12 month (may be extended depending on funding availability).
