UNICEF Regional Office for Central and Eastern Europe and Commonwealth of Independent States is seeking a consultant to produce child-friendly legal aid guidelines for UNICEF Country Offices and its partners, including legal aid professionals. Location: Home-based Duration: 07.08.2017 - 31.10.2017

Consultancy to Develop Child-friendly Legal Aid Guidelines with a Particular Focus on Civil and Administrative Proceedings

1. Background

Since 2012, the UNICEF CEE/CIS Regional Office and country offices have adopted a common regional agenda designed to increase UNICEF’s focus on reducing inequities for the most vulnerable children and families – the Regional Knowledge and Leadership Agenda (RKLA). The RKLA defines eight result areas for children that UNICEF contributes to achieve. A child’s right to accessing justice is one of these eight result areas, known as the second result area, RKLA 2.

A Theory of Change (ToC) for this specific result area has been developed, based on the understanding that the progressive realization of child rights and reduction of equity gaps is best achieved through changes in systems at national/regional/local levels and that sustained UNICEF engagement through its core roles contributes to these system changes.

 The ToC articulates:

  1. The rights-based changes in the lives of children and reduction of equity gap that it is trying to achieve (Level 4)
  2. The changes in the system that are needed to achieve the intended result, by removing the bottlenecks identified in recent research (Level 3);
  3. The UNICEF contribution, using its core roles, that will enable/trigger the system changes (Level 2) and
  4. The causal linkages between each of these three levels and the assumptions behind the selection of the particular core roles to trigger appropriate changes in the system.

One of the bottlenecks for children in accessing equitable justice is a lack of specialised child-friendly services, including legal aid. Another major obstacle in accessing justice is the cost of legal advice and representation. Existing legal aid programmes are a central component of strategies to enhance access to justice, but they often focus on adults and lack age-sensitive procedures.  Therefore, UNICEF Regional Office for CEE/CIS has decided to design child-friendly legal aid guidelines to support its Country Offices as well as state and non-state actors who provide legal aid services in civil, criminal, administrative and family matters.

2. Objectives

The objective of this consultancy is to produce child-friendly legal aid guidelines for UNICEF Country Offices and its partners, including legal aid professionals.

3. Tasks/activities and time-frame

 The main tasks of the consultancy are as follows:

  • Inception meeting (virtual) – 7 August 2017
  • Draft methodology of the consultancy – 14 August
  • Mapping report – 31 August
  • First draft of the guidelines – 11 September
  • Second draft guidelines, incorporating comments from UNICEF – 22 September 
  • Final guidelines guidelines for supervisor’s approval – 6 October 2017

4. Expected outputs

  • Suggested detailed methodology
  • A documented best practices and lessons learned  
  • Guidelines for COs and partners

5. Payment schedule – to be agreed upon in consultation with the selected candidate

6. Qualifications

  • At least a Master’s Degree or equivalent in Law or other related technical field.
  • At least 15 years of substantial experience in child protection, including child-friendly justice.
  • Demonstrated experience in producing similar guidelines especially in the field of child-friendly justice.
  • Fluency in English.
  • Excellent analytical and quantitative skills.
  • Excellent communication and interpersonal skills.                     

7. Duration of the contract

07 August to 31 October 2017 (or upon successful submission of the final guidelines (whichever is earlier)).

8. Location

The consultancy is home-based and will not involve any travel

9. Supervision

The Consultant will work under the supervision of the CEE/CIS RO Child Protection Specialist.

10. Application submission
