Background & Rationale

The vision of the Global Partnership to End Violence Against Children (the Partnership) is a world where all children grow up free from all forms of violence and exploitation.   The Partnership aims to make societies safer for children, protect childhood, and end violence against children everywhere by building political will, accelerating action at country level, and strengthening collaboration among stakeholders.   Movement building, data and evidence, monitoring and evaluation, and financing and resources are all key drivers of this effort.

 

The Partnership is supported by a small secretariat, housed at UNICEF and by a challenge fund, which has been established by the Government of the UK to catalyze action at country level.  To date, funding for the secretariat has been pledged by UNICEF, a small group of private foundations, and the Government of Switzerland.  Civil society has provided support in the form of paid staff secondments to the Secretariat. The fund itself is uniquely supported at this time by the UK but carries a requirement that additional donors and resources must be brought in the first year of operation to sustain support.   It is expected these funds will come primarily from government and potentially large private foundations. 

 

Purpose


Under the supervision and guidance of the Director, the Consultant will provide strategic resource mobilization and advocacy leadership to foster long-term partnerships with existing and potential funders to the Secretariat of the Global Partnership to End Violence Against Children, with the objective of securing full Secretariat funding for the 2017-18 Business Plan and beyond.

 

Expected results: (measurable results)

 

  • Develop engagement strategies and supporting materials for Tier 1 donors identified in the resource mobilization strategy, with a view to securing at least two funding announcements by the time of the end 2017 meeting of the Global Partnership Board (specific date TBC).
  • Propose outreach, including travel to donor capitals, for the Global Partnership Director, and support all elements of the outreach (correspondence, briefing notes, agenda development and follow-up).

     

  • Engage Global Partnership champions (e.g. Executive Committee, Board members) in funding-related advocacy.

 

  • Work with Secretariat staff to ensure recognition of, and stewardship of, donor contributions.

 

  • In partnership with Ignite Philanthropy, refine the Funders Table concept after the June review by the Global Partnership Board, convene the inaugural (Oct 2017) Funders Table meeting.

 

  • Advance conversations with Tier 2 public sector donors, as identified in the resource mobilization strategy and/or through the World Vision-managed funding landscaping study and Funders Table outreach.

 

  • Liaise with appropriate UNICEF offices to optimize impact of Global Partnership resource mobilization and advocacy efforts.

 

  • Liaise with Ignite Philanthropy to leverage efforts to engage new funding sources for the Global Partnership

Key competences, technical background, and experience required Deadline

  •  Master’s degree in social sciences, political sciences, development, management or other relevant fields.
  • A minimum of 10 years progressively responsible and relevant professional working experience in the area of development;
  • Proven experience in programme support and monitoring;
  • Proven management experience with sound knowledge and experience in all aspects of project cycle (design, implementation, monitoring & evaluation);
  • Experience in capacity development and facilitating positive transformational change;
  • Experience in providing technical assistance and substantive inputs in the area of local governance;
  • Experience working collaboratively in a team structure in a multicultural environment.
  • Excellent command of written and spoken English;
  • Knowledge of another official UN language is an asset.
