Consultancy: Support to the country implementation of the WASH Bottleneck Analysis Tool (BAT) - WASH, PD - NYHQ, Requisition# 506107

The purpose of the consultancy is to support the global implementation, monitoring and evaluation of the WASH enabling environment work, specifically the WASH Bottleneck Analysis Tool (BAT).

Background and Rationale

UNICEF’s overall objective in Water, Sanitation and Hygiene (WASH) is to contribute to the realisation of children’s rights to survival, growth and development through support to programmes that increase equitable and sustainable use of safe drinking water, basic sanitation, and promote improved hygiene.

During the course of UNICEF’s Strategic Plan 2014-2017, UNICEF seeks to further improve its global WASH programme in five key areas such that:

1. Our programming is recognised as the benchmark of best practice
2. Our programmes achieve scale and transformational change
3. We demonstrate outcomes across sectors and corporate agendas
4. We provide leadership in responding to emergencies
5. We make the best use of our global network of knowledge & expertise

This consultancy mainly relates to the first, second and fifth areas. This consultancy also contributes to the knowledge management work of UNICEF, through generating and disseminating evidence on the enabling environment for advocacy, capacity building and improving future applications of the WASH BAT.

More recently, UNICEF has released its 15 year WASH Strategy, focused on meeting the Sustainable Development Goals (SDGs) with a focus on targets 6.1 and 6.2 (safely managed WASH) and 4a1 (WASH facilities in schools), although WASH underpins many of the SDGs[1]. Six programming approaches have been identified in the UNICEF WASH Strategy, which will be applied according to the local context, will be used to address five results areas (water, sanitation, hygiene, WASH in institutions and WASH in emergencies):

1. Strengthen enabling environments
2. Utilize evidence to promote child rights
3. Leverage sustainable financial resources
4. Build sustainable markets
5. Empower communities
6. Deliver services and supplies

While this Terms of Reference relates most strongly to the first of these, by strengthening the enabling environment through application of the WASH BAT, all these results areas will be improved.

Purpose

The purpose of the consultancy is to support the global implementation, monitoring and evaluation of the WASH enabling environment work, specifically the WASH Bottleneck Analysis Tool (BAT).

Objectives

The overall objective of the consultancy is to support UNICEF’s global and regional offices to roll out the WASH BAT through:

• In-person support of training and implementation workshops, being key resource person – trainer and facilitator. This includes preparation of the in-country workshops, and communicating with UNICEF offices to enable understanding of the requirements for a successful WASH BAT process, and follow through with those offices deciding to undertake a WASH BAT. It will also require liaison with others supporting enabling environment work, such as the SWA partnership, USAID’s WALIS project, and sector partners, and promotion of government leadership in the process and reach out to build the capacity of government partners. The consultant will also help countries plan for the follow-up and evaluation of WASH BAT exercises.

 Duty Station

The consultancy is home based, except for the duty travel to countries implementing the BAT and UNICEF HQ (up to 40 days).

Timeframe

The consultancy will be carried out in 40 working days conducted over the period October 2017 – March 2018.

Reporting

The consultant will report to the Senior Adviser (WASH) responsible for global WASH BAT implementation in WASH Section, New York.

Key qualifications, technical background, and experience required:

• Advanced degree (Masters or PhD) in science or social science.
• A minimum of fifteen years of professional experience gained with Government, NGOs or international organisations working in the development sector, with at least 5 years in WASH and considerable time spent working in developing countries.
• Demonstrated substantial policy experience, development of training and advocacy material, preparation of reports, social media materials, organising and facilitating learning events, and managing networks and partnerships.
• Experience in research and analysis of development programmes, reviewing and summarising both quantitative and qualitative information.
• Excellent communication, presentation and writing skills.
• Experience in preparing and delivering webinars and managing communities of practice.
• Highly proficient in use of English with the ability to write in a clear and practical manner.
• Familiarity with UNICEF mission, mandate and WASH programme is desirable.
• As well as being fluent in English, good working knowledge of French or Spanish is desirable.
