TITLE OF CONSULTANCY: Consultant to support UNICEF Child Protection Programme Activities in Jammu and Kashmir (2 positions)

 

Two Consultants required to monitor the work in the following two group of districts:

  1. Budgam ,Pulwama, Anantnag, Srinagar

    b.   Kulgam, Shopian, Baramulla, Srinagar

 

This is a full time assignment. While the consultants can indicate their preference for the group of districts that they would like to work in, UNICEF will make the final decision as to which group of districts to assign to which consultant.

DUTY STATION: Srinagar, with local travel in the Kashmir region/workshop/consultation venue as per requirement

 

 

DURATION OF CONSULTANCY: 1 September 2017 to August 2019

 

The initial contract period will be from 1 September 2017 to 31 December 2017. A new contract may be issued in January 2017 for the remaining period of the consultancy subject to availability of funds, continuing need for the consultancy and satisfactory performance of the consultant in the first phase of the contract.

Background & PURPOSE:

 

UNICEF Delhi Office is working on implementing the programme for children affected by the unrest in the State of Jammu and Kashmir, specifically in the Kashmir Valley.

 

In this context, UNICEF, in partnership with NGOs proposes to implement an intervention to engage with children and provide opportunities for play and learning in their own communities and a platform to share their experiences and talk to their friends. The intervention will also focus on building a conductive environment for children through interaction with parents, conducting life skills courses and well as psycho social interventions with children. The intervention will be implemented in highly affected areas of Srinagar and 7 other districts. Keeping in view the disturbance as a regular feature in valley there is a need to have an ongoing program which will offer Safe Spaces for children during peace and normal times. The current intervention will guide a long term intervention in the valley.

 

The proposed consultancy has been designed to provide technical oversight and monitoring of the implementation of the programme. Two consultants would be recruited to provide the following full time support to the programme:

 

  1. Providing support to the CP section of the UNICEF India Country office for technical oversight on the planning, implementation and monitoring of the programme activities in the Kashmir region
  2. Overseeing the work being done by programme partners on the implementation of Child Friendly Centres in the state and ensuring the quality of such work
  3. Travelling extensively to programme implementation sites to monitor the quality of programme implementation and suggesting corrective measures
  4. Providing technical assistance to the implementation of programme monitoring and reporting
  5. Carrying out documentation of programme initiatives for scale-up advocacy purposes

 

The consultants will be required to monitor the work in the following two group of districts:

a) Budgam, Pulwama, Anantnag, Srinagar

b) Kulgam, Shopian, Baramulla, Srinagar

SUPERVISOR:

 

Child Protection Specialist, Child Protection Section, UNICEF Delhi

 

MAJOR TASKS:

 

  • Regular and timely coordination and trainings with NGO partners for the roll out of the programme in the selected districts
  • Extensive travel (70% of the time)to the programme sites and provide supportive supervision to the partners and the team and submit timely trip reports
  • Coordination with the DCPU and the District Social Welfare officials
  • Monitoring of the programme implementation
  • Consolidate inputs and provide the required reports and documentation
  1. Co-ordination support
  • Provide assistance to coordinate the  rollout of implementation of the programme in Jammu & Kashmir
  • Assist partners in implementing the programme for Safe Spaces for Children and provide support for coordination between the various agencies
  • Coordination with the DCPU and the District Social Welfare officials
  1. Monitoring, and Documentation
  • Travel extensively to programme implementation sites to monitor the quality of programme implementation and suggesting corrective measures
  • Regularly update the programme process related data and support CP Specialist in monitoring the activities
  • Consolidate required inputs from across partners for the CP activities
  1. Others
  • Provide any other need based support to the CP section in relation to the programme in J&K

 

END PRODUCTS:

 

Monthly progress reports detailing key tasks accomplished against work plan/ToR would have to be submitted.

 

  1. Coordination and Capacity Building Support
  • One detailed meeting with each partner with detailed report – ongoing / per quarter
  1. Monitoring, Evaluation and Documentation
  • Compilation of programme monitoring reports – quarterly and at the end of each year.
  • Preparation of Annual progress reports – December 2017 and December 2018
  • Coordination and field support to the partners on a regular basis
  • One visit to a group of centres per week with detailed trip report – ongoing / per quarter. Therefore 3-4 visits per month
  • Consolidated documentation with  programme narrative by specific inputs
  • Inputs compiled from the partners and reports prepared as per timelines

 

 

 

PAYMENT TERMS

 

  • Payment is linked to receipt and satisfactory acceptance of deliverables.
  • Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
  • Per Diem will be reimbursed at UNICEF consultant rates.

 

QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

 

  • An advanced degree in social sciences
  • 5 years of experience in the area of child protection/child rights
  • Ability to travel frequently (70% of the time) to the project locations
  • Knowledge of the local language
  • Experience in working with youth, community and government systems
  • Experience of having worked in a UN agency /International development organisation will be an added advantage
  • Any experience of work in humanitarian situations will be additional

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.  The criteria for technical evaluation will be as follows:

  1. Relevant Educational Qualifications              -           Min 10/Max 15
  2. Relevant work experience                   -           Min 25/Max 35

 

Ccandidates' who score 35 marks and above in criteria 1-2 above and also score the minimum score against each of the above sub-criteria will be short listed for an interview

 

  1. Interview                                                -        Min 21/Max 30

 

Total points to qualify in overall technical evaluation     Min 56/Max 80

 

Total technical score – 80. Minimum overall qualifying score is 56. Only those candidates who meet the overall qualifying marks of 56 as well as score the minimum cut-off in each of the above sub-criteria including the interview will be considered technically responsive and their financials will be opened.
