The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations.

The purpose of the PRMN IM Coordinator position is to provide support on specific technical competences related to implementation of the PRMN project in Somalia. It does not include line management responsibility.

The Information Management Coordinator is responsible for the overall technical and operational quality of the PRMN project in Somalia, which encompasses data integrity, procedural efficiency and consistency, as well as the production of high quality reports. The IM coordinator will bring highly developed analytical and innovative problem-solving abilities to the role, and be able to make data and analysis meaningful to different audiences. Having experience of database development, data collection and implementing data management and reporting systems at both project and organizational levels, ideally in an international humanitarian rights based organization, will be an asset. The IM coordinator’s role shall not involve personnel or budget management.

Job description

Generic responsibilities:
Adherence to NRC policies, guidance and procedures
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Promote the rights of IDPs/returnees in line with the advocacy strategy
Contribute with CC specific technical competence to programme development, adjustment or review
Conduct CC specific technical assessment and present recommendations
Conduct CC specific technical research and document findings and recommendations
Provide CC specific technical input to coordination mechanism (e.g. cluster coordination) and working groups
Develop CC specific technical indicators and mechanism for M&E
Develop CC specific technical guidance, tools and mechanism
Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
Develop training modules and provide specific technical learning or/and training for

Specific responsibilities
Liaise with UNHCR, ICLA data analyst and relevant ICLA team members to finalize the design of all templates. This will entail proactively revising and proposing new formats to enhance the presentation of project products.
Strengthen partners’ performance management systems; produce monthly consolidated partners’ performance analysis and make recommendation for improvement.
Maintain high alert on the evolving humanitarian, political and security context in Somalia; ensure swift information sharing with the ICLA specialist and UNCHR, and follow-up with field teams to produce highly quality customized flash reports where applicable.
Review and finalize all draft flash reports received from field teams, ensuring optimum accuracy and quality of content.
Ensure ongoing in-depth protection analysis of PRMN dataset to highlight trends and/or information gaps and to facilitate the use of data for evidence based response planning and programme development among humanitarian partners.
Prepare and share customized dashboards on trends, patterns and other relevant protection issues. This will entail working closely with and providing guidance to ICLA data analyst on the data perimeters to analyze and the graphics to generate.
Liaise with field teams and the data analyst to produce monthly displacement and protection dashboards.
Organize and conduct trainings to strengthen internal capacity among staff as necessary, and provide onsite technical support to field teams through regular visitations. This includes technical support field works related to surveys and assessments.
Hold regular meetings with UNHCR with the intent to strengthen coordination, improve implementation and enhance the overall quality of project services.
Attend and participate on behalf of the PRMN project relevant coordination meetings.
Contribute to proposal development and other internal fundraising processes intended to strengthen and expand the PRMN project.

Qualifications

Professional competencies:
A university degree in Mass Communication, Journalism, Information Management, Communications, Public Relations, or similar qualifications with two years of relevant professional experience within an international organization in humanitarian emergency or recovery contexts.
A combination of relevant academic qualification and 3 years of professional experience in Protection related work with demonstrable expertise in protection monitoring in complex and volatile contexts.
Documented knowledge and experience in any of the following will be an added advantage: i) knowledge of humanitarian programming and information requirements, ii) Design, visualization and mapping, and iii) Quantitative and qualitative data analysis.
Fluency in written English and excellent writing skills are both required
