Consultancy: Update of EAPRO Regional WASH Snapshots

UNICEF East Asia and Pacific Regional Office (UNICEF EAPRO) WASH unit is seeking an individual consultant to undertake a regional analysis and to prepare regional updates following the release of the 2017 Joint Monitoring Programme baseline estimates for Water Supply and Sanitation for East Asia and Pacific EAPRO region; this will include i) an analysis of the latest statistics, as published in the 2017 JMP report as well other recent water, sanitation and hygiene (WASH) global/regional data sources, ii) develop 3 separate 2017 regional snapshots on water supply, sanitation and hygiene and a separate snapshot for the Pacific sub-region Pacific Snapshot on water, sanitation and hygiene  including country specific equity trees. At the start of the SDG era, this may also require a re- design / layout of the previous snapshots. The final documents will be published online and disseminated widely, including in upcoming country/regional and global level events such as network meetings, UNICEF-ASEAN SDG event and other advocacy events.

Background:

Based exclusively on data from national censuses and nationally representative household sample surveys, the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (JMP) reports annually on the progress towards the drinking water and sanitation target. With the SDGs, with revised definition of WASH indicators and measurement methodology, the JMP remains  the UN mandated institution for global monitoring and reporting on the WASH SDGs. Equitable and sustainable safely managed water and sanitation services are at the core of the SDGs 6.1 ad 6.2, which is a change from the previously used MDG global water and sanitation indicators; since SDG endorsement, considerable efforts have been put to develop national baselines over 2016 and early 2017 which required significant additional data required for SDG monitoring including information on safely managed service levels. New SDG WASH Baseline report have just been published by the JMP in July 2017. 

Whilst the 2015 JMP 2015 drew upon 1,982 national data sources, covering the years 1990-2015, the global data drive that the JMP undertook resulted in a JMP database with  4,710 data inputs, 3,408 of which were used to produce estimates. Nearly five times as many administrative data inputs were used for the 2017 update and household surveys now comprise only 42 per cent of the JMP global database.  Most of these data sources were collected directly from published reports of national authorities, including statistical offices, ministries, and regulators.

Since 2012, East Asia and Pacific Regional Office EAPRO have developed separate in-depth regional analysis and snapshots of the situation of water, sanitation, hygiene in communities and schools that have been used widely in national/international events for advocacy and for highlighting overall regional progress as well as key areas of attention in WASH in by regions. Using the recently published 2017 JMP baselines estimates of global, regional and national water supply and sanitation coverage as well as other data sources on other key WASH programme areas such as WASH in Schools, Menstrual Hygiene Management, WASH in Health Care facilities . as a basis, the aim is to develop again more EAPRO specific in-depth analysis and high quality and reader friendly regional updates highlighting trends and status of the hygiene, water supply and sanitation indicators in communities and institutions, with a focus on equity

 

Work Assignment:

Main Tasks:

1. Data analysis & consolidation findings

Task Details:

  1. Collect 2017 JMP data update and earlier snapshots produced for East Asia and the Pacific, and other relevant recent data / statistics[1]
  2. Update or develop the content of the ‘snapshots’, primarily consisting of maps, tables, charts and graphs, with a minimum of supporting text and in reader friendly manner[2] 

Deliverables:

  1. List of Date sources / references
  2. Outline + format of EAPRO Updates for a)Water Supply, b)  Sanitation & Hygiene including WASH in Schools and Health Care Facilities and c) WASH in Pacific sub-region
  3. Outline + format of one page  country profile and updated equity trees,

3. Adjust previous  format / template, prepare the first, second and final version of the documents, ensure feedback from peer review incorporated in final version 3

4. Update or develop 3 PowerPoint presentations (15-20 slides)  covering the content of EAPRO snapshots

5. Supply all final documents in Word, excel and PDF file format, (in high resolution for printing and in low resolution for web publishing) and PowerPoint presentations

[1] The consultant will ensure the support of the UNICEF and WHO offices in New York and Geneva in the data sets and analysis required for the content of the documents.  WHO SEARO will be consulted on the design and content of the snapshots.

[2] Need to update the current template / format of the 2015 Snapshots with the new JMP data, along with necessary changes in the equity graphs based on the countries with more recent MICSs and or other data sources.

[3] The consultant will make allowances for three rounds of corrections and must adhere to the UNICEF standards of color and logos.

[4] The content of these documents will form the basis of developing clear visual presentation, including infographics.

Estimated Duration of Contract: 30 working days between August till end-September 2017

 

Qualifications or Specialized Knowledge/Experience Required:

  • Experience in designing tables, maps, graphs and charts that effectively communicate key messages on the trends and status of water supply and sanitation.
  • Knowledge of equity considerations in water supply and sanitation & hygiene.
  • Experience in design, lay-out and printing of high-quality documents.
  • Prior working experience with UNICEF and familiarity with UNICEF’s quality / brand standards.
  • Experience in designing publication, and skillful in graphic creative work experience in working on UNICEF publications would be an asset.
  • High Fluency in written and spoken English.
