Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Within the overall context of UN Women’s Strategic Plan for India and Bhutan, UN WOMEN MCO in New Delhi under the Governance Programme is implementing three-year project, “Gender-responsive governance leading to better outcomes for women based on improved access to their rights and entitlements”, the programme will support central governments of India and Bhutan and at the state level in India. The project is aimed to strengthen the capacities of governance institutions to better leverage opportunities created for Gender Equality and Women’s Empowerment through legislation, policies and programmes.  The project will advance this objective by supporting civil society participation as well as government transparency and accountability for gender responsive governance.

The focus of the programme is to:

  • Develop a body of evidence to inform and enhance the capacity of governance institutions to leverage opportunities created through legislation, policies and programmes;
  • Pilot test gender responsive implementation of flagship schemes to inform policy change on mainstreaming gender issues;
  • Strengthen the capacity of national and state level government institutions to deliver on international and national commitments on women’s rights and gender equality.

The outcomes for the three year project (2015 – 2018) are :

Outcome 1: Enhanced accountability and transparency of governance institutions to ensure gender responsive design and  implementation of legislation, policies and programmes;

Outcome 2: Strengthened implementation of Normative Frameworks for gender equality at the international, national and sub-national levels thereby enhancing government accountability.

Under the overall guidance of the Programme Specialist – Governance Programme, the consultant provides programme support services ensuring high quality, accuracy and consistency of work.

The Consultant will work in the Governance Unit and work in close collaboration with the Operations team and other units in the UN Women Multi Country Office (MCO) for India, Bhutan, Maldives and Sri Lanka, to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Summary of Key Functions:

  • Support implementation of programme strategies under the Governance Programme;
  • Facilitation of knowledge building and management on gender responsive governance;
  • Provide coordination, administrative and logistics support to the Programme Unit for the management of planned.

Ensures implementation of programme strategies of the Governance Programme focusing on achievement of the following results (55%):

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Strategic Plan, Annual Work Plan and other documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • Identification and synthesis of best practices and lessons learnt on components of the Governance Programme;
  • Ensures implementation of components of the programme to align with the Annual Work Plan;
  • Support effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Provide support in drafting annual and quarterly reports for the Governance programme.

Facilitate knowledge building and management on gender responsive governance focusing on achievement of the following results (30%):

  • Support secondary research on gender responsive governance;
  • Assist in developing resource materials for training and consultation, Participation in the organization of the events and preparation of proceedings;
  • Develop a pool of contemporary literature on related subjects for reference and use by the programme team;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues;
  • Communication/documentation of the programme for internal and external reports, website etc.

Provide coordination, administrative and logistics support to the Programme Unit for the management of planned activities (10%):

  • Procurement and travel management for organizing of the national/state level consultations and training programmes;
  • Provide coordination and logistical support for events such as consultations and trainings and prepare relevant documents for the events/meetings/trainings including breakout sessions;
  • Provide administrative support relating to coordination with operations on procurement, contracting, finance functions and settlement of travel reimbursements;
  • Maintenance of records/documents/files relating to the project.

Any other work assigned by the Supervisor (5%).

Expected Output(s): The Consultant will ensure that:

  • The Governance Unit is provided with Programme Implementation, Knowledge Management & Research, Administrative and logistical support in alignment with the Annual Work Plan 2017-2018.

Deliverables:

  • Monthly progress report;
  • Technical inputs /review of key deliverables;
  • Technical Inputs to programme partners.

Required Skills and Experience

Education:

  • Master’s Degree in Social Sciences or other related field.

Experience:

  • Minimum 5 years of relevant programme support experience is required at the national or international level;
  • Knowledge of computers and office software packages (MS Word, Excel, etc.), spreadsheet and database packages, web based management systems;
  • Demonstrable understanding of gender equality outcomes;
  • Ability to work independently and with minimal supervision.

Language:

  • Strong written skills in English and good command over Hindi.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (5 points);
  • Working knowledge and experience of working on Programme Support (5 points);
  • Working knowledge and use of computers and its programmes / applications. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spread sheet and database packages (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:
