Prevention of violence and discrimination in education system

UNICEF in Serbia is seeking individual contractor to coordinate and support implementation of the programmes related to violence prevention, namely gender-based violence and digital violence prevention in education system thus contributing to advancing capacities of stakeholders to further develop policies and mechanisms for implementation of violence prevention measures in education. The individual contractor shall cooperate with relevant stakeholders and UNICEF partners, Ministry of Education, Science and Technological Development, civil society organisations and academics. The duration of the assignment is from 4 September 2017 to 19 August 2018, in total 11,5 months.

Purpose of Activity/Assignment:

Legal and strategic framework in Serbia on prohibition of discrimination and violence based on gender or any other ground (race, disability, language, ethnicity, religion, political orientation or social status) is in place. The government makes efforts to enforce effectively these laws and to prevent, eliminate and sanction acts of discrimination and violence. Despite these efforts, certain groups are still exposed to discrimination (women, LGBT persons, persons with disabilities, and ethnic minorities, particularly Roma) and violence is still present in various forms.

UNICEF has supported the Ministry of Education, Science and Technological Development (MoESTD) throughout past decade to develop, institutionalise and improve protection of children from violence through relevant legislation and policies and to strengthen professional development of schools and education professionals. Almost 20% of schools were supported through the nation-wide “School without Violence” (SwV) programme. In recent years, gender-based violence (GbV) component has been integrated into the SwV Programme and its implementation reflects a good practice case of a project implemented in accordance with the principles of UNICEF’s Gender Action Plan (GAP). Three new areas in violence prevention have been integrated and training packages and support materials for schools to a large extent prepared – digital violence, gender-based violence and family violence. Prevent Digital Violence project reached a great number of young people through social media, and regular SwV communication materials that influenced the awareness, attitudes and behaviours of teachers, parents and children and students.

In 2012, with UNICEF support, the Group for Prevention from Violence was established within the MoESTD (in 2016 upgraded to the Group for Prevention from violence and discrimination), effectively shifting management of the SwV programme from UNICEF to the MoESTD and institutionalising the programme and unit. UNICEF in cooperation the Commissioner for Protection of Equality supports the MoESTD in development and implementation of antidiscrimination polices and mechanisms in education system. The National strategy for the Prevention and Protection of children from Violence until 2015 recognized importance of early years for implementation of preventive mechanisms and programmes, including GbV and digital violence. UNICEF has in cooperation with MoESTD started to implement new programmes for violence prevention, primarily GbV and digital violence to start prevention programmes with preschool education since early years are critical for child development. 

Under the general guidance and direction of UNICEF, the individual contractor is expected to coordinate and support implementation of the programmes related to violence prevention, namely GvB and digital violence prevention in education system thus contributing to advancing capacities of stakeholders to further develop policies and mechanisms for implementation of violence prevention measures in education. The individual contractor shall cooperate with relevant stakeholders and UNICEF partners, MoESTD, civil society organisations and academics.

Start Date:  4 September  2017   

End Date: 19  August 2018           

Number of working days/months: 11,5 months (up to 240 days).

                               

Work Assignment Overview

The work will be delivered in accordance with the yearly and subsequent more detailed monthly work plans agreed between Individual Contractor and Supervisor at the beginning of every month. 

Monthly Reports will be submitted at the end of each Month. Each monthly report will include:

a)            Overview of activities realized / progress, and

b)            Outputs/draft documents as per the more detailed time-line agreed and as included under ‘deliverables’ for each specific task described below.

Task 1: Support design, implementation and monitoring of the projects on violence prevention, primarily in education sector (gender awareness and GbV in preschool and school settings, Family Safety net, monitoring of VaC in education system etc).

a)            Close coordinate with MoESTD and national institutions in programming and implementing the violence prevention activities in the education system

b)            Develop partnership agreements with implementing partners and closely coordinate with NGOs, National Parents and Teachers Association and other implementing partners on development and implementation of activates related to  prevention of violence and discrimination in preschools and schools in selected municipalities, primarily digital and gender-based violence

c)            Design ToRs for related assignments, and coordinate work of consultants / partners on respective assignments towards achieving expected results and reporting on progress

d)            Closely coordinate and support complementary UNICEF components led by other UNICEF sectors such under Integrated Response to Violence against Women and Girls in Serbia, Family Safety Net

e)            Design and coordinate delivery of capacity building activities for preschools and schools staff/teachers on advancing competences in prevention of violence and discrimination in education system – including e-learning

f)            Coordinate drafting and contribute to donor reporting

Deliverables:

a)            Inputs provided to the work of working groups and/or the Group for Prevention of violence and discrimination and other relevant departments in the MoESTD – planning agendas of meetings, regular reporting on progress, site visiting, workshops and expert panels’ organisation, data and monitoring of VaC in education system, antidiscrimination policies, etc.

b)            At least 2 agreements with implementing partners developed

c)            At least 3 ToRs developed, monitored and successfully completed

d)            Matching of activities and resources of UNICEF projects in selected municipalities in cooperation with other UNICEF projects and departments – at least one per municipality

e)            Report on capacity building programmes developed and delivered – resource packs developed

f)            Inputs provided to at least 2 donor reports

Time frame:  Continuous until August 2018

Task 2: Support design, implementation and promotion of researches on violence prevention in education system, primarily on digital safety and gender awareness and gender-based violence in schools and preschool institutions

a)            Coordinate and support design of research methodology, selection of research team and implementation of researches. Ensure compliance with UNICEF ethical standards  in research, evaluation, data collection and analysis

b)            Support development of research report and presentation to relevant stakeholders - ICT industry, policy makers, academics, parents, (pre)school teachers, digital experts, etc.

Deliverables:

a)            Inputs provided to designing research methodologies and selection of research teams and implementation for at least 2 research studies on violence prevention

b)            Inputs provided to at least 2 research reports and presentation to at least 3 events to relevant stakeholders

Timeframe: Until August 2018

 

Task 3:  Support promotion and advocacy on main flagship and research projects on prevention of violence and discrimination in education sector

a)            Develop and monitor implementation of advocacy and visibility plans for related projects in violence prevention and discrimination

b)            Documenting good practices and draft summaries of interventions for further dissemination through UNICEF communication channels

c)            Dissemination of digital and print materials and resource packs through relevant channels and networks

Deliverables:

a)            Final report on local advocacy initiatives implementation

b)            At least 1 human interest story identified and coordinated

c)            Relevant publications, news and messages developed for FB and web articles as well as contribution to development of leaflets, brochures.

Timeframe: Until August 2018

Task 4:  Support partners in mainstreaming of prevention of violence and discrimination in education system, focusing on digital violence and gender-based violence

a)            Organizing of events related to prevention of violence and discrimination (horizontal learning and peer exchange learning events, workshops and other participatory consultative events, roundtables and conferences)

b)            Developing policy briefs and other relevant information, ppts etc.

Deliverables:

a)            Coordinated and organized at least 4 roundtables with relevant stakeholders,

b)            At least 1 policy brief developed

Timeframe: August 2018

Minimum Qualifications required:             

  • University degree in Education, Preschool Education, Pedagogy, Psychology, Sociology, Statistics or other fields of Social Studies and Humanities. Advanced degree will be an asset;

Knowledge/Expertise/Skills required:

•             At least 5 years of experience in education policy and practice in Serbia.

•             Proven professional experience in the area of  violence and discrimination prevention policies and practice

•             At least 5 years’ experience in project management which include cooperating with local level and national level stakeholders. Experience in large scale projects in education would be an asset; 

•             Excellent knowledge of gender equality, child and human rights;

•             Excellent drafting skills and ability to synthesise complex information and issues.

•             Fluency in spoken and written English and Serbian.

•             Strong analytical and conceptual thinking.

•             Ability to organize and plan complex work following the established timeframes.

•             Previous experience working for UN/UNICEF is an asset

1.            Daily rate in RSD (all costs to be included e.g. health insurance, pension, usage of mobile phone)

2.            Daily allowance cost for travel within Serbia in RSD (for overnight)

3.            Daily allowance cost for travel within Serbia in RSD (without overnight, for more than 8 hours trip)
