Context:

Under the direct supervision of Head, Labour Mobility and Human Development (LHD) Division, the successful candidate will be responsible for daily management of the Labour Migration (LM) Unit which is the Headquarters (HQs) institutional focal point for providing strategic policy and technical guidance to IOM field missions and partners in this thematic area, in coordination with other relevant Departments, Regional Offices and Country Offices.

Core Functions / Responsibilities:

1. Establish IOM priorities and set parameters for its strategic vision on labour migration and mobility, ethical recruitment and private sector engagement.

2. Coordinate the work of the Labour Migration Unit by providing policy and operational guidance in labour migration governance and facilitation, migrant worker rights protection, countering labour exploitation and promotion of labour mobility, including labour market integration and ethical recruitment, in coordination with other Divisions, Departments and partners.

Page 1 / 43. Initiate and prepare position papers, policy briefs and other strategic and operational guidance documents, in areas of thematic expertise for the organization and partners. 4. Keep the Organization abreast of global trends in labour migration and mobility, including ethical recruitment, labour migration facilitation schemes, and labour market responsive migration policies and programming.

5. Support and strengthen IOM-wide expertise in labour migration and mobility governance and facilitation, labour market integration, migrant worker rights protection, countering labour exploitation and ethical recruitment; provide technical oversight to RTSs and support Regional Offices (ROs) and Missions in their efforts to build the capacities of governments and other key partners from the private sector and the civil society through training workshops and webinars, delivering targeted technical assistance for the development of effective policies and approaches on labour mobility and ethical recruitment.

6. Initiate and develop programmes and projects in the area of thematic expertise that are of a cross-regional and global nature, including by outreaching to relevant donors and partners, in coordination with relevant divisions and departments in Headquarters and under overall coordination with the LHD Division head.

7. Review and endorse project proposals that fall within the Unit's purview (e.g. of cross-regional or global nature) to ensure their quality as well as their consistency with the Organization's mandate and policies.

8. Develop and apply appropriate monitoring tools, in coordination with RTSs, to ensure effective implementation of programmes, projects and activities.

9. Identify good practices arising from implementation of projects, ensure recording of such in the LHD Division knowledge management and communication instruments and disseminate these to Missions, Member and Observer States, and UN and civil society and private partners. 10. Supervise implementation of projects that are the direct responsibility of the Unit (such as the International Recruitment Integrity System (IRIS)).

11. Support the RTSs in conducting technical review of legislation and policies, plans of action, and national training curricula in relation to the thematic area, by providing them with experience of conducting similar work in other regions and countries.

12. Participate and represent IOM in meetings with governments, international organizations, private sector and civil society partners to set common standards and promote cooperation. 13. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,

• University degree in the above fields with nine years of relevant professional experience. Experience

• Operational and field experience in migration related issues;

Page 2 / 4• Demonstrated extensive practical expertise in labour migration governance and facilitation in a national institution or an international entity, in particular with focus on promoting ethical recruitment and migrant worker rights protection;

• Considerable experience and knowledge on programme management;

• Hands-on policy or government regulatory experience and\or experience in labour migration governance and facilitation, or labour market integration, is a distinct advantage; • Experience in development and delivery of knowledge and capacity-building activities; and, • Good knowledge of MS Office applications and other IT and communication skills. Languages

Fluency in English is required. Working knowledge of French or Spanish is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
