The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

For this position we are looking for someone with a minimum of 3-5 years of experience from a senior level project implementation position in a humanitarian/recovery context.

We are particularly looking for a strong manager and strategic thinker with experience creating strategy documents and driving business development. They will also be familiar with the context in Syria. English fluency is essential.

Position Description:

The role of the Program Development Manager (PDM) is to support program teams across Core Competencies to guarantee quality of implementation, especially on monitoring and evaluation of activities and partners work. The PDM will be involved in external representation of NRC and be in charge of the Area Office in absence of the Area Manager. Specific responsibilities related to this positon include:

  • Contribute to the development of Country and Area strategies, initiate and participate in the development of relevant projects
  • Assist in all PCM phases in line with proposals, strategies and donor requirements
  • Coordinate with Area Office management to ensure the provision of interventions – as laid out in the country strategy
  • Capacity-building and mentoring of staff and partners, to operationalize quality for timely and comprehensive programming
  • Identification and vetting of new partners and follow up on partner’s performance
  • Design and develop program approaches and activities that can be piloted and expanded to other locations
  • Capture and dissemination of lessons learned from monitoring data, grant closure reviews,  evaluations, program studies and learning reviews
  • Coordinate on assessments and contribute to evidence based programming
  • Develop Monitoring and Evaluation systems together with Project Managers and Coordinators and Monitoring and Evaluation Manager
  • Representation of NRC in the Area Office
  • Work closely with the other CC teams to ensure quality support and NRC integrated programming
  • Act for the Area Manager during his absence from the duty station
