Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.The role of the EVAW Pillar is to support national counterparts, including the Ministry of Women’s Affairs (MoWA), key line ministries, Parliament, and civil society to support implementation of the National Action Plan for the Women of Afghanistan (NAPWA) and Afghanistan National Peace and Development Framework (ANPDF) in the areas of legal protection, rule of law and women’s human rights. The Pillar builds on partnerships developed with MoWA, other line ministries including MRRD, local government entities in the justice, interior, social protection and health sectors, NGOs and community based groups to strengthen legal and protection mechanisms that are socially and culturally sensitive to Afghanistan’s context.The EVAW Pillar follows up the implementation of the EVAW Law, EVAW strategy and is further expanding its EVAW program in view of building capacities and providing more coherent and specialized support in the work pertaining to EVAW carried out by both government and civil society organizations. In the next 4 years the EVAW Pillar will administer a multi-million dollar program in Afghanistan and will require a high level of human resource capacity to ensure quality implementation of the program.UN Women Afghanistan is contributing to a professional working environment in which the strengthening of national capacities and human potential is prioritized.  Respect for diversity and human dignity is required, as is the active pursuit of a collaborative and inclusive approach to both internal and external stakeholders, including colleagues and partners. UN Women is currently working in three different portfolios Elimination of Violence Against Women pillar (EVAWP), Political and Economic Empowerment (PEEP), and Coordination and Advocacy. This post will be working under the EVAWP- based in Kabul, with possible travel within and outside of the country. 

Duties and Responsibilities

Description of Responsibilities:To support the implementation of all activities under the EVAWP which are focused on legal reform, access to justice and gender mainstreaming processes needed to reinforce and implement the provisions of the Afghan constitution, international treaties especially the Convention for the Elimination of All Forms of Discriminations Against Women (CEDAW).

Under the direct supervision of the UN Women EVAWP Programme Coordinator the programmer is charged with support to the overall program coordination and daily management pillar activities; coordination of pillar programs, projects, and initiatives; oversight of monitoring and evaluation efforts; contributing in the completion of donor and other report writing; participation in strategic planning and work plan development; and implementation of capacity building and professional development programs for other national staff in the cluster. The post serves as a key advisor to the Programme manager on matters of organizational integrity within the cluster, with the aim of ensuring: (i) compliance with UN Women and UNDP policies and regulations; (ii) effective systems to support program delivery and growth; (iii) accountability to organizational values and principles; (iv) and enabling workplace environment in which staff potential is maximized. Programmatically, the Program Analyst heads coordination of the EVAWP programmes and activities.

Functions/Key Results Expected:•    Support the EVAWP in coordination of program implementation: through coordination support the identification of opportunities for productive interventions and will support the establishing policies and practices to ensure sound coordination program and staff oversight, to effectively meet program obligations, and to facilitate a workplace environment of mutual accountability, recognition, and respect; responsible for overseeing quality control of programming and identifying potential challenges.•    Advocacy support, resource mobilization and facilitation of knowledge building: Under the guidance of the supervisor, supports the establishment of advocacy networks at national level; Supports relevant, high-impact advocacy activities and campaigns with key partners;  Collects knowledge on current and emerging trends by gathering relevant information on programmer, projects, strategies, approaches and ongoing experience for lessons learned, best practices; Contributes to knowledge networks and communities of practice;  Supports strategic partnerships and resource mobilization efforts by researching relevant documentation, and participating in donor meetings and public information events; Maintains information and databases on donors and developing database of project profiles for presentation to donors; Researches information on donors and drafts briefs on possible areas of cooperation; Follows up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative•    Partnership and Networking: The program coordinator will support the pillar in developing strategic partnerships and strengthening linkages with NGOs, donors, UN agencies, government institutions, private sector, civil society and community grass root organizations for the implementation of the pillar’s work plan.•    Monitoring and Evaluation: The Program Analyst will oversee monitoring and evaluation of specific projects and initiatives as well as the unit advising the Programme manager on areas in need of strengthening in such a way that proactive and remedial action might be taken in a timely manner.•    Preparations of Donor reports and Program documents: Under the direction of the Programme Manager, will oversee the completion of donor reports in coordination with the relevant EVAW staff in a timely and professional manner; will also undertake the preparation of concept notes and other writing materials as requested by the Pillar manager.

Required Skills and Experience

Education:Master’s Degree in Business, Public Administration, Political, Social Sciences or other related field with minimum one year of relevant experience.  A Bachelor’s degree in the same field with minimum two years of relevant experience can be considered in lieu of the advanced degree.

Experience:•    Minimum 1-2 years of relevant experience of progressively responsible administrative or programmer experience at the national or international level is required.•    Experience in the use office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.•    Experience in budgets and work plans, and program development.•    Experience with the UN/international organizations is an asset.

Speaks and writes English, Pashto and Dari Fluently.
